MINUTES <br />CITY COUNCIL <br />JANUARY 11, 2016 <br />2016 GOAL The City Administrator noted that in 2014 the Council did not have a goal <br />SETTING setting session, and in 2015, a different format was tried and everyone <br />SESSION agrees that it did not go well. He stated that from a staff perspective, he <br />feels it is important for the Council to discuss priorities in order for <br />everyone to know what their focus should be. He noted that there are <br />several ways to go about having a session and the Council should discuss <br />their preferences. <br />Fischer stated that he agrees it is important to have a goal setting session, <br />and for a lack of a better suggestion, go back to using a facilitator like has <br />been done in the past. Keis agreed. The City Administrator gave <br />suggestions on who could be used as a facilitator. Montour stated that <br />Mark Nagel has worked in the past and he is fine with using him again. <br />He had concerns about how the priorities were determined in the last <br />session. The City Administrator stated that we can determine how we <br />want the session to be run. <br />McGraw stated he thinks there should be more people at large in the goal <br />session than we have had in the past, and isn't sure how to get more <br />people involved. The City Administrator noted that in the past we had <br />several people that had applied for commissions but weren't appointed, so <br />we had them participate in the goal setting sessions. McGraw stated that if <br />we want new ideas, we need to have new people involved. Fischer agreed <br />that it would be good to have more public involvement. It would be up to <br />the facilitator to keep the discussion moving, especially when something is <br />suggested that doesn't make any sense. Montour noted that since 2013 <br />when a goal setting session was done, there are two new Council <br />members, new city staff and new Commissioners. The City Administrator <br />stated that he can put an ad in the next newsletter looking for three to five <br />people to participate, but the Council is the key group. The Council <br />agreed to the City Administrator setting up a goal setting session with <br />Mark Nagel, inviting outside people, and set the date depending on the <br />facilitator's availability. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2016-1-14 —APPROVING THE CITY SETTING <br />UP 2016 GOAL SETTING SESSION WITH FACILITATOR, <br />DATE TO BE DETERMINED. <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />
