MINUTES <br />CITY COUNCIL <br />JANUARY 11, 2016 <br />2016 GOAL The City Administrator stated that the Council approved a $30,000 <br />SETTING reduction in the Parks & Recreation 2016 budget, and staff would <br />SESSION determine how to do that. He stated that the Parks & Recreation Director <br />has proposed to do a phased retirement option with PERA and become <br />fully retired by the end of 2016. The City Administrator noted that the <br />Parks & Recreation Director has proposed to work full-time in January <br />and February 2016, then reduce his hours to half-time beginning March 1, <br />2016. The City Administrator also recommends continuing the Director's <br />health insurance benefits on the same basis as if he were on full-time <br />status for three additional months, through May 31. 2016. He noted that <br />the cost savings with this proposal is more than the $30,000 that the <br />Council planned for, but there will be costs associated with hiring a <br />replacement and termination benefit payments to the retiring Director. <br />Keis stated that by not having a final date for his retirement, it makes <br />planning for the department hard to do. He asked if we could require that <br />the Parks & Recreation Director give the city 60 days notice. The City <br />Administrator stated that he would request that, but the personnel manual <br />does not require that much notice. He noted that this accomplishes saving <br />the $30,000 which was the city's goal. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2016-1-15 — APPROVING THE PERA PHASED <br />RETIREMENT OPTION AGREEMENT FOR JIM MORELAN, <br />PARKS & RECREATION DIRECTOR, SUBJECT TO THE TERMS <br />OUTLINED IN THE JANUARY 8, 2016 STAFF REPORT AS <br />PRESENTED BY THE CITYADMINISTRA TOR, AND <br />AUTHORIZING THE CITYADMINISTRA TOR TO EXECUTE ON <br />BEHALF OF THE CITY. <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />QUOTES FOR <br />The City Administrator reported that the properties at 30 Little Canada <br />HAZARDOUS <br />Road and 331 Little Canada Road are owned by the city and scheduled for <br />MATERIALS <br />demolition. He noted that prior to demolition of a structure, inspections <br />ABATEMENT <br />are required to determine if there is hazardous materials that must be <br />FOR 30 LITTLE <br />abated prior to demolition. Two of the four city -owned properties were <br />CANADA ROAD <br />found to have asbestos containing materials (ACM) that must be removed. <br />& 331 LITTLE <br />He stated that Public Works staff has removed the non -ACM items <br />CANADA ROAD <br />identified in the report, but there are two items that are too large and will <br />9 <br />
