MINUTES <br />CITY COUNCIL WORKSHOP <br />JANUARY 11, 2016 <br />McGraw asked how the Parks & Recreation Commission will use this <br />mission statement, and how these statements will drive change in the <br />future. Fischer noted that he had suggested to the committee that maybe <br />there should be a council liaison to the Parks & Recreation Commission to <br />help facilitate. The Parks & Recreation Director stated that the Parks & <br />Recreation Commission should be given direction as to what we want <br />them to do. He noted that most cities don't get them involved in <br />programming, just park development. Torkelson stated that the <br />Commissioners should also be telling the city what we are doing wrong, <br />and not be afraid to do that. McGraw stated that most people who get <br />involved in commissions do so because they feel they have something to <br />contribute and we need to encourage that. All agreed that the Parks & <br />Recreation Commission should be expanded by giving them goals to work <br />on. The City Administrator stated that if we want the Commission more <br />involved, they should also be involved in the capital improvement <br />planning. The Parks & Recreation Commission needs to know how much <br />money they have to work with, and should be more involved in the front <br />end planning. <br />Montour stated that maybe the parks aren't meeting the needs of the <br />community and should be changed. The City Administrator noted that <br />there had been a lot of discussion during the committee meetings about <br />new ideas.
