MINUTES
CITY COUNCIL WORKSHOP
JANUARY 11, 2016
is .... Our mission is to promote community engagement, wellness and
pride by providing exceptional public recreation services and facilities.
Fischer noted that the committee recommends that both the Parks &
Recreation Commission and Parks & Recreation Department should be
operating off of the same mission statement.
Fischer next reviewed the Parks & Recreation Commission roles and
responsibilities: Roles — advise the City Council and Parks & Recreation
Department, and represent the residents of Little Canada and the users of
our public recreations services and -facilities; Responsibilities -
prioritization of goals, vetting of ideas, and idea generation. Fischer
discussed creating our vision for the future of the city's parks and
recreation t 0-20 years from now. He stated that the committee envisioned
what the future parks might look like, taking into consideration how
facilities and technology improve considerably over time. Fischer next
broke down the vision statement into points of emphasis, and then further
broke the statement down paragraph by paragraph. He noted that the most
challenging aspect is establishing a vision that is specific enough to help
establish goals and objectives, yet broad enough to withstand the test of
time.
Fischer stated what he would like to get out of tonight's discussion is
whether the Council is in agreement with the proposed mission and vision
statements, and what the next steps should be.
Torkelson stated that he thought the committee was good, and maybe
expand on it by including people that haven't been involved in parks and
recreation. He questioned whether a vision statement was really needed
and feels that the statements are so similar to what we already have.
McGraw stated that the public will only ever see just what we have on
paper, so can they understand it. He noted that he wants to think about
this and not take action tonight. Montour suggested taking this
presentation to the Parks & Recreation Commission to see if they
understand it since five of those members were not involved in this
process.
Keis stated he is looking for the word interactive in the statements,
because he sees his grandkids wanting to interact with things at the park
rather than just look at a tree in the park. He asked what adults do when
they bring their kids to the park, and questioned if there should be wi-fi or
adult exercise equipment added. Torkelson stated the committee talked
about having more varied equipment in the park systems.
