MINUTES <br />CITY COUNCIL WORKSHOP <br />JANUARY 27, 2016 <br />Horwath stated that he would like to see something mentioned about <br />promoting life-long recreational involvement. Fischer noted that they did <br />talk about programming for all ages, and Torkelson pointed out they also <br />talked about inter -generational programming. Horwath mentioned <br />activities such as horseshoe, noting that activity isn't just for seniors. He <br />also asked how could we expand on other types of activities. <br />McGraw asked where to go from here, is this a finished product, and what <br />do we do with the plan now? He stated that he is looking for the Parks & <br />Recreation Commission to work on things and pass them up to the <br />Council, rather than issues always coming from the top down to the <br />Commission. Fischer agreed and said that this plan is not finished, and <br />suggested putting it on the city website for the residents to see and <br />possibly comment on or want to get involved. He noted that he wants the <br />plan to be something that is used on a regular basis, and revisited by city <br />staff and the Parks & Recreation Commission often. Maida stated that this <br />plan establishes a foundation for everyone and helps make things <br />measurable. <br />Darling noted that when she was interested in joining the Parks & <br />Recreation Commission, she looked on the city website for a mission <br />statement and didn't find one. She feels this document could better show <br />residents what the Commission is and their goals. Fischer stated that he <br />would like to see the direction shift to more of a city focus — a city staff <br />member take this on and shift the burden of ownership to the group who <br />will drive it. McGraw stated that his vision is that this goes away from the <br />Council and to the Parks & Recreation Commission, as they are the ones <br />who should be taking this on. <br />Maida asked if since Fischer has put so much work into this, maybe he <br />should pass it on and take a step back. Darling stated that she doesn't <br />think the subcommittee would have gotten to where they are today without <br />Fischer, and his leadership in this process was invaluable. Joriman agreed <br />and stated that this plan did not just come from Fischer, it was a group <br />effort. The Parks & Recreation Director agreed that what is in this <br />document is from all of the individuals on the subcommittee. Keis stated <br />that the goals will change over time and always be a work in progress. <br />The City Administrator stated that they discussed how the Parks & <br />Recreation Commission needs to be more involved in capital planning and <br />budgeting so they can make better decisions in establishing goals. <br />Sullivan suggested that a couple additional meetings with the whole <br />Commission and subcommittee be planned, and continue to have Fischer <br />facilitate.
