MINUTES <br />CITY COUNCIL WORKSHOP <br />JANUARY 27, 2016 <br />Recreation Department, Sharen Darling and Dave Miller from the Parks & <br />Recreation Commission, Jon Joriman, President of the Little Canada <br />Recreation Association, City Administrator Joel Hanson, and Council <br />Members Christian Torkelson and Tom Fischer. . <br />Fischer reviewed the process that the subcommittee used to develop the <br />Mission and Vision, and noted that they also looked at several other cities <br />Parks and Recreation Mission and Vision statements. He reviewed Core <br />Values and the Core Purpose, or mission, and the process they used of <br />envisioning what things will look like 20 years from now. He noted that <br />the committee had overwhelmingly chosen the following core values: <br />excellent customer service, promoting a sense of community pride, well <br />maintained and safe parks and facilities, and programming for all ages and <br />abilities. <br />Fischer stated that the subcommittee agreed that the Parks & Recreation <br />Department and Commission should be working off the same plan. He <br />noted that the Parks & Recreation Commission has wanted to make better <br />contributions and be more involved for years. <br />Fischer next read the Vision for the Future, and reviewed how he broke <br />down the statement into points of emphasis. He noted that he looks at <br />what they have so far as unfinished and a work in progress, and he wants <br />to decide on next steps tonight. <br />Darling stated that the subcommittee had tried to paint a vivid picture of <br />what the future of parks and recreations could be. Maida stated he thinks <br />this plan is a great document and the subcommittee did a very good job. <br />He noted that he had reviewed the existing 2009 parks plan and the Parks <br />& Recreation Commission information, and there are a lot of similar ideas. <br />Fischer stated that when they began working on this Strategic Plan, he <br />wanted to start with a blank canvas to come up with short and long term <br />goals and objectives, and not just work off of other plans. <br />Schletty asked if the subcommittee had discussed wildlife and how it fits <br />into the plan. Fischer stated they had not specifically discussed that. <br />Torkelson stated that they did talk about the difference between natural <br />habitat and maintained fields, and that both are important. Sullivan stated <br />she agreed with Schletty, and that the natural areas are an important piece <br />of the overall parks and recreation aspect. Fischer noted that we really <br />don't see a huge change over 20 years, and that it is more of an evolution. <br />2 <br />
