STAFF REPORT

TO: Mayor Keis and Members of City Council

FROM: Heidi Heller, City Clerk

DATE: January 8, 2016

RE: 2016 Fee Schedule Amendments

Park Charge
The Parks & Recreation Commission discussed increasing the Park Charges for new development
since Little Canada is below the average of the cities that were surveyed. Little Canada last increased
the Park Charges in 2007. The Commission voted on December 3, 2015 to recommend increasing the
Park Charges for residential, 1-8 units, and commercial/industrial.

The Parks & Recreation Commission did not discuss the fee for residential, 9 or more units, so the
Council may want to consider increasing that fee also. The current fee for 9+ units is $1,950, which is
75% of the $2,600 fee for 1-8 units. If the Council wanted to use the same percentage for the increase,
75% of $3,500 is $2,625.

Existing Park Charge – Residential $2,600.00 per unit – 1 unit through 8 units
$1,950.00 per unit – 9 units or more
Existing Park Charge – Commercial 10% Land or 5% FMV

2016 Park Charge – Residential $3,500.00 per unit – 1 unit through 8 units
$1,950.00 per unit – 9 units or more
2016 Park Charge – Commercial 10% Land or 7% FMV

2016 Facility Rental Fees
The following increases to the park shelters and Old Fire Hall rental fees are proposed for 2016 based
on our 2016 Budget discussions. (Note: The difference in small shelter rentals at Pioneer versus
Spooner is that Pioneer doesn’t have electricity.)

Facility 2015
Deposit
2015 Fee 2016
Deposit
2016 Fee
Pioneer
Desoto
$75

$37 - any day $250 $50 Residents – any day
$90 Non-residents – any day
Spooner
Upper
$75 $81 Monday-Friday
$115 Sat-Sun-Holidays
$250 $105 Residents - Monday-Friday
$140 Non-residents – Monday-Friday

$150 Residents - Sat-Sun-Holidays
$200 Non-residents – Sat-Sun-Holidays
Spooner
Lower
$75 $47 any day $250 $60 Residents – any day
$100 Non-residents – any day
