<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Joel Hanson, City Administrator <br /> <br />DATE: January 8, 2016 <br /> <br />RE: 2016 Goal Setting <br /> <br />Staff would like to have a discussion with the Council on a goal setting process for 2016. As has been <br />previously discussed, our 2015 process did not yield the product we were hoping for. (A copy of that <br />report is attached.) I would not recommend a continuation of that process in 2016 given the cost. I do <br />recommend that we refine that work product to see if we can make it more useful. <br />For 2016, it may be better to revert to our previous process, subject to any refinements you deem <br />appropriate. For those who have not participated in the past, that process involved the Mayor & <br />Council, key staff, two members from the Planning Commission, two members from the Park & <br />Recreation Commission, a representative from the Sheriff’s Department, a representative from the Fire <br />Department, and a couple of citizen reps. (See 2013 Goal Setting Report attached.) We had a <br />moderator who helped us with the brainstorming session and in coordinating the voting process. The <br />general rule was that for an item to become a goal, it needed at least three Council members voting for <br />it. Sometimes after the vote tabulation, some two vote items may have been added to the list when the <br />Council felt it appropriate. It should be noted that this process only took about three hours, but I <br />believe a number of participants were bored with the structure. <br />The reason I believe goal setting in some form is an important process it to ensure the Council are on <br />the same page with each other. It also ensures staff can focus on those matters deemed important by <br />the Council. <br />Please be prepared to discuss your interest in goal setting for 2016 and the suggested process if goal <br />setting is to be pursued.
