10062 Flanders Court NE – Blaine, MN 55449 – Ph: (763) 780-0450 Fax (763) 780-0452 <br /> <br />Memo-012116-CC (Pre-award).doc <br /> <br /> <br /> <br />Memo <br /> <br />TO: Honorable Mayor and City Council Members <br /> <br />FROM: Lee Elfering, City Engineer <br /> <br />DATE: January 21, 2016 <br /> <br />RE: 2015 Street & Utility Improvement Project <br /> <br /> <br />As directed by the City Council at their December 16, 2015 meeting, we are currently <br />obtaining bids for the above referenced project, which includes the improvement of <br />Centerville Road (Little Canada Road to Edgerton), Country Drive (Caribou driveway to <br />the railroad tracks), and South Owasso Boulevard (Rice Street to Country Drive). The <br />work on Country Drive and South Owasso Boulevard will be a rehabilitation of the <br />roadway by reclamation, stabilization of the reclaimed material, and new bituminous <br />paving. The improvement of Centerville Road will be done by three methods. A majority <br />of the roadway will be fully reconstructed and brought up to an urban standard including <br />sidewalk on the east side of the roadway from Eli Road to Allen Avenue. The very south <br />end, which is currently an urban section, will receive a mill and overlay and the very <br />north end of the project will be reclaimed, stabilized, and paved up to the new pavement <br />completed with the Edgerton Bridge project. <br /> <br />Bids are to be received by 10:00 a.m., January 27, 2016 and we will provide an update <br />to the council agenda packet for that nights meeting. The addition to the agenda will <br />provide a summary of the bids received and general thoughts as to the competitiveness <br />of the bids. If the bids are within the expected range we will likely have a <br />recommendation for award contingent on approval of the award by Ramsey County.
