STAFF REPORT

TO: Mayor Keis and Members of the City Council

FROM: Joel Hanson, City Administrator

DATE: January 14, 2016

RE: 2016 Fire Contract Renewal

Attached is the proposed contract with the Little Canada Fire Department for calendar year 2016. The
Long Range Fire Department Planning Committee met on January 13th to discuss the language in
Provision #9 whereby they agree to contribute 50% of the Charitable Gambling proceeds to the Fire
Equipment Fund. They requested that that language be permanently removed from the contract to give
them more flexibility in funding other improvements/projects they are contemplating.

Based on the committee’s review of this language, it is being recommended that this language be
removed from the contract given the City bears the ultimate responsibility for truck purchases, that
relying on charitable gaming proceeds may not be a sustainable long-term program, and the fact that
the purchases the Fire Department makes with charitable gaming dollars goes to benefit the department
and the city for items the City would likely have had to purchase anyway. Finally, while a firm
commitment to put money in the equipment fund will not be present, the officers indicated
contributions are likely to continue in the future. They key concern was being “required” to donate
50% of their net profits to the Fire Equipment Fund.

To that end, a revised contract has been prepared that covers all of 2016 and removes Provision #9
from the agreement. All other key terms remain the same as provided for in the temporary agreement.

Staff recommends approval of the revised 2016 contract with the Little Canada Fire Department as
presented.

cc: LCFD
