MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 2016 <br />roundabout needs the most space, so the developer has stayed out of the <br />area that could be needed for that type of intersection. Fischer asked what <br />amount of parking would be expected for a fast food restaurant today. The <br />City Planner stated it depends on what kind of restaurant it is. He <br />explained that a McDonalds would require a lot more spaces than most <br />other fast food restaurants. He stated that the applicant has said there <br />would be parking available on the senior building site, but he wants to <br />make sure those spaces are truly accessible because of the grade difference <br />between the properties. <br />Greg Johnson, Hearth Development, stated they are planning to have a <br />cross parking easement with their adjacent senior building with 10-12 <br />stalls available, and build stairs between the parking lots. He stated that <br />Taco John's corporate office indicated they require a minimum of 13 <br />parking spaces and that 60 percent of their business is done in the drive- <br />thru. He stated they will adjust the site plan to widen the drive-thru and <br />front drive aisle as requested by the city planner and engineer. Mr. <br />Johnson explained that Taco Johns will be in the larger space of the <br />building, they are not sure yet who the other tenant is. He has talked to <br />another restaurant, but nothing is decided yet. Montour asked about the <br />timing for this project. Mr. Johnson stated they would like to do the <br />commercial project this year due to the amount of groundwork that will be <br />done for their senior building. <br />There were no other comments on this matter. <br />Upon motion by Keis, seconded by Montour, the public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2016-2-41—APPROVING THE PLANNED UNIT <br />DEVELOPMENT, AND PRELIMINARY AND FINAL PLAT FOR <br />3338 RICE STREET, REDEVELOPING THE TACO JOHN'S SITE, <br />AS REQUESTED BYHEARTH DEVELOPMENT, SUBJECT TO <br />COMPLIANCE WITH ALL OF THE RECOMMENDATIONS OF <br />THE CITY PLANNER, CITY ENGINEER AND PLANNING <br />COMMISSION. <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0).
