MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 2016 <br />CONSENT McGraw introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOL UTION NO. 2 016-2-42 — APPRO VING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS <br />*APPROVE 2016 CONTRACT FOR SAFEASSURE SAFETY <br />TRAINING <br />*RE APPROVE RESOLUTION 2016-1-22 WITH UPDATED LEGAL <br />DESCRIPTION FOR CARDIGAN RIDGE PLAT STREET AND <br />A LLE Y RIGHT- OF- WAY VACATIONS <br />*APPROVE JOINT POWERS AGREEMENT WITH RAMSEY <br />COUNTY FOR NEW VOTING SYSTEMS AND RESOLUTION <br />2016-2-43 ADOPTING THE USE OF A NEW VOTING SYSTEM <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />RETROACTIVE The City Clerk explained that at the February 10, 2016 City Council <br />APPROVAL OF meeting, the Council considered retroactive approval to the relocation of <br />RELOCATION the Little Canada Smoke Shop due to plans for a new tenant in the <br />OF THE LITTLE shopping center in 2014. She stated that the Council asked city staff to <br />CANADA <br />review the plans for the VooDoo Live bar/restaurant proposal to see how <br />SMOKE SHOP, <br />much of the building was proposed for that tenant before they made a <br />27 LITTLE <br />decision. The City Clerk stated that she reviewed the submitted plans and <br />CANADA ROAD <br />spoke to John Miles, property inanager of Thunder Bay Plaza and Round <br />EAST <br />Lake Plaza. She stated that Mr. Miles confirmed that he moved the <br />Smoke Shop to the west end of the mall in June 2014, in order to free <br />space in the east end of Thunder Bay Plaza for the VooDoo Live <br />bar/restaurant. She explained that the VooDoo Live space was initially <br />planned for the east end of the mall, up to the Donut Hut. She stated that <br />after the planning application was submitted to the city, the bar owner <br />began expanding his plans to incorporate more of the building. The site <br />plans the city received showed the entire building used for the VooDoo <br />Live bar/restaurant. <br />The City Clerk stated that in February 2014, the owner of the Hookah <br />Hideout, requested city approval to also be moved by the mall owner. She <br />explained that the City Council approved the relocation of the Hookah <br />Hideout in order to allow the grandfathering status to continue so they <br />could still have sampling in the store. She stated that the city was not <br />aware at the time that the mall renovation and restaurant concept would <br />also impact the location of the Smoke Shop.
