MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 2016 <br />but has now voted and it was added in to the counts. The City <br />Administrator stated that the Council now needs to decide which will be <br />the final goals for the year. He reviewed his breakdown of the goals list <br />by vote numbers. <br />Fischer stated it was a great evening and valuable hearing from other <br />people. He stated it was good that goals and tasks were separated, and <br />now the challenge is deciding how many of the goals we can take on. <br />Keis asked about the intention for the community survey, since in the past <br />there has been a specific focus. The City Administrator noted the last <br />community survey was done in 2011. He stated that if three Council <br />members voted for something, it should be a goal. Fischer stated that <br />regionalizing the fire department got three council votes, but not a lot of <br />points. He asked if this was something the current Fire Department long- <br />range planning committee can take on. Keis stated he thought it would fit <br />in with the existing committee's work. McGraw stated it needs to be <br />discussed at a level other than just the committee, and it's a long term <br />goal. He asked for the City Administrator's opinion on who should be <br />driving this. The City Administrator stated that initially it's going to take <br />a lot of internal dialogue between everyone involved to get them <br />motivated. <br />The City Administrator stated city staff could prepare action plans for the <br />Council to review at a workshop and make a decision. He also noted that <br />there was no discussion about carrying over the previous set of goals, so <br />the Council should clarify what they want to do with thein. Keis stated the <br />City Administrator should pick the top few goals and write action plans to <br />bring forward. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2016-2-45 — CALL FOR A WORKSHOP BEFORE <br />THE WEDNESDAY, MARCH 9, 2016 CITY COUNCIL MEETING TO <br />BEGINAT 6: 00 PM. <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />SOLAR The City Administrator stated that he received information about the Solar <br />POWER Initiatives lottery. He reviewed the program which includes installing <br />INITIATIVES solar panels on the roofs of certain city -owned buildings to generate solar <br />power which would be used to offset electricity usage at those buildings, <br />and anything not consumed would be sold back to the grid.
