STAFF REPORT

TO: Mayor Keis and Members of City Council

FROM: Joel Hanson, City Administrator

DATE: March 4, 2016

RE: Sexual Offenders and Sexual Predators Ordinance

Based on discussions at the February Council Workshops, the City Council was in support of the
City adopting an ordinance limiting where convicted sexual offenders and sexual predators could
live within Little Canada. The Council directed City Staff to bring a draft ordinance forward for
discussion. The attached ordinance is based on the recently adopted ordinance from Birchwood
Village.

There are three maps attached that show in green, the R-1, residential properties that remain after
the 500 foot, 1,500 foot and 2,000 foot radiuses from schools, daycares and churches are in
place. The red circles on each map indicate a 500 foot radius around each Roseville School
District bus stop. Note that the neighborhood in the northwest corner of the city, around Twin
Lake, is in the White Bear Lake School District, and we have not received the bus stop
information for that area yet. Updated maps that include the WBL bus stops will be sent out as
soon as possible.

City Staff recommends the Council discuss the attached ordinance and direct staff on how to
proceed.
