MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 14, 2002 <br />Barraclough asked how the community would donate goods to the <br />Salvation Army if there is no drop off site. Woolsey replied that they <br />would send their trucks to pick-up merchandise and would be advertising <br />that service to residents. <br />Knudsen recommended approval of the PUD permit to locate a retail <br />operation in the Market Place Shopping Center at 2900 Rice Street for the <br />Salvation Army subject to compliance with the recommendations of the <br />City Planner as outlined in his November 12, 2002 report, subject to there <br />being no drop box located on the outside of the store, and subject to the <br />space being allocated as 80% retail space and no more than 20% <br />processing/sorting space. <br />Motion seconded by Wojcik. <br />Motion carried 6 - 0. <br />PUD PERMIT- Brad McNaught, Taste of Scandinavia, appeared before the Commission <br />2900 RICE requesting a PUD Permit to locate aretail/distribution operation in the <br />STREET - Market Place Shopping Center. McNaught reported that the majority of <br />TASTE OF the space (approximately 90%) will be a bakery and the remaining space <br />SCANDINAVIA will be retail and office space. Approximately 3,400 square feet will be <br />dedicated to the retail and office area. The retail space will be for walk-in <br />customers only, there will be no table areas given that Taste of <br />Scandinavia does not want to compete with the coffee shop that just <br />opened in the Market Place Shopping Center. The retail area will offer for <br />sale over-runs on their bakery items as well as day-old merchandise. <br />Knudsen indicated that he looked at the site and the appearance of the <br />north side of the building is very rough. Knudsen asked if the dock area <br />on the north would be utilized. <br />McNaught reported that they would be using the dock. They have two <br />trucks that would be picking up merchandise for deliver to their three <br />stores from this dock area. McNaught indicated that there is the <br />possibility they will add a third truck. Goods would be picked up and the <br />trucks would be on their way making deliveries by 4:30 a. m. McNaught <br />reported that Taste of Scandinavia has three stores, one in North Oaks, one <br />in Woodbury, and one in St. Paul on Como. <br />Mark Hotzler, owner of the Market Place Shopping Center, indicated that <br />this north area of the building will be cleaned up. The fixtures from the <br />grocery store have been removed and are currently stored in this area. <br />These materials will all be removed. <br />-3- <br />
