MINUTES CITY COUNCIL MARCH 9, 2016 CONSENT Montour introduced the following resolution and moved its adoption: AGENDA RESOLUTIONNO. 2016-3-49 —APPROVING THE CONSENT AGENDA WHICH CONTAINS THE FOLLOWING: *APPROVAL OF THE VOUCHERS *CALL FOR A WORKSHOP ONAPRIL 13, 2016AT 6:00PHFOR CABLE TV STRATEGIC PLANNING "A UTHORIZE AD VER TISING FOR A PARKS & RECREATION COMMISSION VACANCY *A UTHORIZE HIRE OF LA URI PICKETT FOR UTILITY & REFUSE BILLING CLERK The foregoing resolution was duly seconded by Fischer. Ayes (5). Nays (0). Resolution declared adopted. PERSONNEL The City Clerk stated staff is proposing several amendments to the POLICY personnel policy. She explained that the revisions primarily deal with PTO UPDATES (Paid Time Off) and Short Term Disability to remove inconsistencies from past language versus what staff believes was the intention. She stated that a new policy for PTO Donations has also been added, and changed titles to Public Works Director from Superintendent where applicable, and adding the City Clerk to the list of exempt employees. The City Clerk stated that the Council previously reviewed these changes at a workshop. McGraw introduced the following resolution and moved its adoption: RESOL UTION NO. 2016-3-50 —APPROVING THE CHANGES TO THE PERSONNEL POLICYAS PRESENTED IN THE STAFF REPORT The foregoing resolution was duly seconded by Keis. Ayes (5). Nays (0). Resolution declared adopted. FISCAL The City Administrator stated that based on discussions at the February POLICIES Council Workshops, City Staff has made amendments to the Fiscal UPDATES Policies primarily dealing with consultant evaluations and requests for proposals. He reviewed the key changes to the policies and noted that some of the changes are things that have been in practice for several years, so they are now added into the policy.
