Workshop Minutes <br />Parks and Recreation Commission <br />March 3, 2016 <br /> <br />work on this over the next month and have something prepared to discuss <br />at their April meeting. <br />Councilman Fischer explained the next step in the process would be <br />setting specific goals and ways to accomplish them. Chair Miller agreed <br />and noted he wanted very specific implementation plans including <br />budgeting options. The Director stated he would like to see input from <br />commission members who haven’t been a part of this process so far. He <br />explained ideas have been shared, but this is the time for members to make <br />it their own project. Chair Miller stated the Commission would work on <br />preparing something to present for the next meeting. <br /> <br />The City Administrator addressed the commission regarding their <br />concerns of the Director’s position now that he has switched to part time <br />hours to cover the budget shortfall. The City Administrator explained the <br />Council hasn’t discussed how the Directors transition would affect day to <br />day operations. He further explained the Director was trying to schedule <br />his hours so that a Parks and Recreation staff person was around all day to <br />make the Department run as efficiently as possible. The City <br />Administrator expected to know more in the coming months, but noted the <br />Director had only started at part time the day before. Councilman Fischer <br />explained to the Commission that the Transition Planning Committee’s <br />mission and ideas will help to shape the future of the Parks and Recreation <br />departmentDirector’s transition,. and show the council if this change will <br />be an effective solution for the future. Councilman Fischer added the <br />importance of the Commission to discuss the future of the department and <br />to help examine the effectiveness of the new staffing situation. He <br />explained if the Commission felt a full time position was needed, the <br />Commission should prepare to defend that argument to the Council in <br />order for a different decision to be made. If the strategic goals support the <br />need for additional funding and/or staffing, the Commission should feel <br />empowered to present that to the Council. Councilmember Fischer felt the <br />Council would be willing to listen to their proposals. The City <br />Administrator voiced his support to help make this transition run smoothly <br />in the interim. <br />Chair Miller asked the City Administrator if he would replace the position <br />with a full time or part time staff member, if the director retired today. The <br />City Administrator stated he was unsure, but thought it would be more <br />important to make sure this transition was smooth. In the coming months, <br />he would focus on whether or not it would work long term. The City <br />Administrator also commented that the City is going through a time of <br />transitioning for many staff members and the Council may need to also <br />talk about how all of these affect the day to day operations. Chair Miller <br />agreed this was an important item to consider and more information on <br />PLAN FOR <br />PARK AND REC. <br />DIRECTOR’S <br />POSITION
