The Administrator again <br />acknowledged that the developer is malting progress, but there is still quite <br />a ways to go on the issues related to Williams Pipeline. The Administrator <br />noted that the developer will likely have to waive the City's 60-day review <br />period. <br />McDonald requested approval of the preliminary plat contingent upon <br />resolution of any issues related to Williams Pipeline. <br />The Administrator acknowledged that the City has done contingent <br />preliminary plat approvals in the past. However, given the impact that the <br />Williams Pipeline review could have on this particular plat, he did not <br />recommend approval until that review is completed. The City Planner <br />agreed that the result of the Williams Pipeline review could be significant <br />changes to the design of the plat. <br />Keis asked if there were other issues of concern that the Commission <br />should consider aside from those related to the pipeline. <br />David Crary asked about the front yard setback of 20 feet as shown on the <br />plat or 30 feet as required by the Subdivision Code. McDonald indicated <br />that they will change the ti'ont yard setback to >0 feet. <br />Crary indicated that he doubted that a lot of the property was buildable <br />without major corrections, and asked the City to require soil tests. <br />McDonald pointed out that they will have to submit engineering <br />information for each building pad to the City Engineer. <br />Crary felt that the amount of grading that this site will require was <br />tantamount to raping the property. McDonald disagreed. He also noted <br />that a major tree survey will be done, significant trees will be preserved, <br />and additional landscaping added. He also noted that the retaining walls <br />have been eliminated, thus reducin~~ the amount of grading from what was <br />initially proposed. <br />Steve Brausen asked about sanitary sewer and water on Preserve Trail as <br />well as future development potential for property abutting Preserve Trail. <br />McDonald noted that there is an active sanitary sewer line and water main <br />on Viking Drive and the same will be added on Preserve Court. <br />Therefore, access to these utilities for properties abutting Preserve Trail <br />would be available from either direction. <br />12- <br />
