MINUTES <br />CITY COUNCIL <br />APRIL 13, 2016 <br />CONSENT Montour introduced the following resolution and moved its adoption: <br />AGENDA <br />RESOL UTION NO. 2016-4-66 —APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />"APPROVAL OF THE VOUCHERS <br />*CALL FOR A WORKSHOP ON MAY 11, 2016 AT 6: 00PM TO <br />DISCUSS COMMUNICATIONS PLANAND VACANT <br />COMMERCIAL PROPERTYMAINTENANCE <br />*APPROVE CONTRACT WITH RES SPECIALTY PYROTECHNICS <br />FOR CANADIAN DAYS FIREWORKS DISPLAY <br />*APPROVE 2016 ELFERING & ASSOCIATES CITY ENGINEER <br />RATES <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />SPRUCE STREET The City Administrator stated that Spruce Street, and potentially all of <br />IMPROVEMENT Ryan Industrial Park, has really deteriorated over the winter, and the <br />PROCESS drainage needs to be improved. He stated that he is asking the Council for <br />authority to have a neighborhood meeting with the businesses. He <br />explained that the City Engineer will see if we can get these additional <br />streets in with the 2015 Improvement Project bid. He noted that the <br />contract usually allows for a certain percentage increase in project costs, <br />but it could be that this area is too much to add. <br />Keis agrees that these streets need to be fixed. The City Administrator <br />will send meeting notices to a bigger area than just Spruce Street since the <br />adjacent streets were constructed at the same time. He stated he would <br />also like to include Ryan Drive and Ryan Lane. <br />Keis introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2016-4-67 — A UTHORIZING TO STAR T THE <br />PROCESS TO INCL UDE SPR UCE STREET AND POSSIBL Y R YAN <br />DRIVE AND R YAN LANE IN TO THE 201 S STREET <br />IMPROVEMENT PROJECT. <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution adopted. <br />
