MINUTES CITY COUNCIL APRIL 13, 2016 OLD FIRE HALL The City Administrator reviewed the list of confirmed members who have COMMITTEE agreed to be on a committee to discuss the future of the Old Fire Hall. He asked which City Council members want to be on the committee. Council members McGraw and Fischer stated that they will serve on the Old Fire Hall Committee. Montour introduced the following resolution and moved its adoption: RESOLUTION NO. 2016-4-68 APPROVING THE OLD FIRE HALL COMMITTEE AND THE MEMBERS AS PRESENTED BY THE CITYADMINISTRATOR. The foregoing resolution was duly seconded by Torkelson. Ayes (5). Nays (0). Resolution adopted. MORATORIUM The City Administrator stated that at tonight's Workshop, the City FOR SOUTH Council discussed putting a 12 -month moratorium in place for the South OWASSO AND Owasso and Woodlyn industrial redevelopment area in order for the City WOODLYNN to get a plan in place to deal with potential development and City Zoning INDUSTRIAL and Code Enforcement issues. He noted that the moratorium can be ended REDEVELOP- sooner than 12 months if the Council chooses. MENT AREA McGraw introduced the following resolution and moved its adoption: RESOLUTIONNO. 2016-4-69 APPROVING ORDINANCE 800, ESTABLISINGA TWELVE (12) MONTH MORATORIUM WITHIN THE CITY FOR THAT AREA BOUNDED BYSOUTH OWASSO BOULEVARD ON THE SOUTH, CANADIAN PACIFIC RAILROAD RIGHT-OF-WAY ON THE WEST, BURLINGTON NORTHERN RAILROAD RIGHT-OF-WAY ON THE NORTH, AND ST. PAUL REGIONAL WATER SERVICE RIGHT-OF-WAY ON THE EAST, FOR THE PURPOSE OF CONDUCTING A REVIEW AND STUDY OF THE COMPREHENSIVE PLANAND ZONING CONTROLS OF SAID AREA. The foregoing resolution was duly seconded by Montour. Ayes (5). Nays (0). Resolution adopted. QUIET ZONES The City Administrator stated that the City has been receiving calls about UPDATE why the train whistles are still blowing since the crossing equipment is !!
