MINUTES <br />CITY COUNCIL <br />APRIL 13, 2016 <br />OLD FIRE HALL The City Administrator reviewed the list of confirmed members who have <br />COMMITTEE agreed to be on a committee to discuss the future of the Old Fire Hall. He <br />asked which City Council members want to be on the committee. Council <br />members McGraw and Fischer stated that they will serve on the Old Fire <br />Hall Committee. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2016-4-68 APPROVING THE OLD FIRE HALL <br />COMMITTEE AND THE MEMBERS AS PRESENTED BY THE <br />CITYADMINISTRATOR. <br />The foregoing resolution was duly seconded by Torkelson. <br />Ayes (5). <br />Nays (0). Resolution adopted. <br />MORATORIUM <br />The City Administrator stated that at tonight's Workshop, the City <br />FOR SOUTH <br />Council discussed putting a 12 -month moratorium in place for the South <br />OWASSO AND <br />Owasso and Woodlyn industrial redevelopment area in order for the City <br />WOODLYNN <br />to get a plan in place to deal with potential development and City Zoning <br />INDUSTRIAL <br />and Code Enforcement issues. He noted that the moratorium can be ended <br />REDEVELOP- <br />sooner than 12 months if the Council chooses. <br />MENT AREA <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2016-4-69 APPROVING ORDINANCE 800, <br />ESTABLISINGA TWELVE (12) MONTH MORATORIUM WITHIN <br />THE CITY FOR THAT AREA BOUNDED BYSOUTH OWASSO <br />BOULEVARD ON THE SOUTH, CANADIAN PACIFIC RAILROAD <br />RIGHT-OF-WAY ON THE WEST, BURLINGTON NORTHERN <br />RAILROAD RIGHT-OF-WAY ON THE NORTH, AND ST. PAUL <br />REGIONAL WATER SERVICE RIGHT-OF-WAY ON THE EAST, <br />FOR THE PURPOSE OF CONDUCTING A REVIEW AND STUDY <br />OF THE COMPREHENSIVE PLANAND ZONING CONTROLS OF <br />SAID AREA. <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution adopted. <br />QUIET ZONES The City Administrator stated that the City has been receiving calls about <br />UPDATE why the train whistles are still blowing since the crossing equipment is <br />!! <br />
