Schifsky & Sons $440,928.05 $518,206.08 <br />Park Construction Co. $468,166.30 $540,401.20 <br /> <br />Based on the bids received, Hardrives, Inc. is the low bidder if the entire project is <br />awarded, however; T.A. Schifsky & Sons is the low bidder if any or all of the <br />miscellaneous improvements are removed prior to the award. <br /> <br />We have reviewed the bids and would provide the following input for Council <br />consideration. <br /> <br /> Aspen Circle, Demont Avenue, Morrison Street – All three streets are below the <br />engineers estimated cost and pricing appears to be competitive. <br /> <br /> Miscellaneous Watermain Repairs – As stated previously these repairs have <br />typically be done on a time and material (T&M) basis. In review of the bid costs <br />for the watermain repairs versed the cost that have been paid in the past, it <br />appears it is more economical to have the repairs done on a T&M basis. This is <br />likely due to the fact that the Contractor’s potential for loss is reduced when work <br />is done on a time and material basis. Based on the bids we would recommend <br />the Council eliminate the watermain repairs from the bid prior to the award. <br /> <br /> Rondeau Park Basketball Court – The unit pricing received for this work appears <br />high and it appears the work is better suited for a small Contractor than a larger <br />street contractor. We would recommend the Council delete this work from the <br />bid prior to the award have staff pursue having the work completed by a smaller <br />contractor. <br /> <br /> Old Fire Hall East Driveway – It is our understanding that the City has recently <br />approved completing a study of the overall use and improvement of the Old Fire <br />Hall. It may be beneficial to include a review of the parking and access of the <br />Old Fire Hall as part of this overall study and construction of a new east driveway <br />at this point may be premature. The City Council should provide direction on the <br />construction of the driveway at this time. <br /> <br />The bids received appear to be competitive and all bids have been reviewed for errors <br />and/or omissions. Hardrives, Inc. is low bidder if the entire project is awarded at <br />$517,562.27. However, it would be our recommendation to eliminate the miscellaneous <br />watermain repairs and the Rondeau Park basketball court work from the project prior to <br />award. If this is done T.A. Schifsky is the low bidder at $490,328.68. If the Old Fire Hall <br />east driveway work is also eliminated T.A. Schifsky would be low bidder at $440,928.05. <br />Both Contractors have done several projects in the City and past experience with them <br />reflects that they are both responsive and responsible bidders. <br /> <br />If you have any questions concerning this information, please call me at (763) 780-0450.
