MINUTES CITY COUNCIL MAY 11, 2016 The City Administrator stated that he is disappointed in how this situation was handled because the person possibly could have been cited for trespassing, and he is not aware that other Ramsey County cities have ordinances against lurking. He stated that City Staff will look in whether the City should adopt an ordinance related to lurking. Ty Sheridan, Ramsey County Sheriff s Department, stated that an ordinance for lurking likely would not do anything more than just a normal documentation of the vehicle stop and who the occupants are. He stated that if the City does choose to adopt an ordinance, the City Attorney must also agree to prosecute people for it or the ordinance will not do any good. He explained that lurking charges are very hard to prove and prosecute. The City Administrator stated the Ramsey County Crime Prevention Officer should get in touch with the manufactured home park manager to start a neighborhood watch program, if one is not already in place. Torkelson emphasized the importance of reporting all incidents to the Sheriffs Department. APPROVAL OF The City Administrator stated that the Registered Land Survey (RLS) for REGISTERED the old public works building is finally done and the sale of the property LAND SURVEY can now occur. He stated that the Council should take action to approve FOR 3100 the Registered Land Survey for 3100 Country Drive. COUNTRY DRIVE McGraw introduced the .following resolution and moved its adoption: RESOLUTION NO. 2016-5-87 APPROVE THE REGISTERED LAND SUR VEYFOR 3100 COUNTRYDRIVE AS PRESENTED BY THE CITYADMINSTRATOR. The foregoing resolution was duly seconded by Keis. Ayes (5). Nays (0). Resolution adopted.
