6 <br /> <br /> <br /> <br />5. Order Board Location. One item that often raises concerns for neighbors is volume <br />and noise from the Order Board. The applicant should identify noise levels and <br />discuss options for ensuring that noise would not become a concern for neighboring <br />residential property. <br /> <br />6. Lighting . The applicant has proposed to replace existing lighting on the rear and side <br />of the building with down-cast LED lighting to reduce lighting impacts off-site. It is <br />presumed, based on this information, that no additional lighting is proposed. <br /> <br />7. Grading, Drainage, Utilities. As an existing facility, the proposal will not impact grading, <br />drainage, or utilities. The impervious paved cover will remain largely the same as the <br />existing condition, and no new municipal utility work is expected to be required as a <br />result of the project. <br /> <br />8. Signage. The applicant has provided information on the order board graphics, and <br />would be allowed to place signage on the building wall and, depending on lease <br />arrangements, use a portion of the project’s freestanding sign for business <br />identification. No additional new signage would be expected under the project’s <br />comprehensive sign plan. <br /> <br /> <br />Summary and Recommendation <br /> <br />The proposals for a drive-through window for a B-3 District business requires a Conditional <br />Use Permit. The primary issues raised by the proposal relate to (1) traffic impacts for existing <br />businesses on the proposed site (particularly with the existing Valvoline Instant Oil Change <br />building), visual screening impacts for adjoining residential areas to the north and east, and <br />(3) potential noise impacts for adjoining property. <br /> <br />The applicant has proposed to add additional landscaping and fence changes to i ncrease the <br />buffer to the east to address a portion of these impacts. Planning staff believes that the <br />proposed drive-through can be accommodated with some additional consideration to site <br />planning. The following options should be considered: <br /> <br />a. Add landscape buffering to the north property line to augment the existing <br />vegetation. <br />b. Consider shifting the drive-through order board and window one car-length to <br />the east (to the rear of the site) to facilitate quicker turning for traffic existing <br />from the drive lane, and increasing distance from the entrance to the <br />Valvoline building. <br />c. Ensure that no additional lighting, other than the improvements noted in the <br />application, is proposed for the site to avoid potential lighting glare toward <br />residential property. <br />d. Add an internal stop sign for north-bound rear-lot vehicles existing the <br />property through the drive-through lane area. <br />e. Provide pavement markings to reinforce the circulation patterns for entering <br />and exiting traffic. <br />f. Add landscaping to the island created by the order-board location.
