MINUTES <br />CITY COUNCIL <br />JULY 13, 2016 <br />PRESENTATION Keis stated that the City had recently completed the 2015 audit. Chris <br />— REVIEW OF Knopik and Michelle Hoffman from CliftonLarsonAllen stated they were <br />2015 CITY AUDIT part of the team working in Little Canada. Mr. Knopik stated the audit <br />provides a reasonable, but not absolute assurance since they do not look at <br />all of the city's transactions. He noted that some new accounting <br />standards were in place this year. He explained that in doing the audits, <br />there are significant accounting estimates, such as how long will a <br />building, sewer pipe or equipment last. Mr. Knopik and Ms. Hoffman <br />reviewed the prepared summary report, and stated that the City did very <br />well again and there were no concerns or exceptions noted in the audit. <br />Ms. Hoffinan noted there was one material weakness noted for segregation <br />of duties, but explained that is common in cities with limited staff. Mr. <br />Knopik stated that the City applied for a Certificate of Achievement for <br />Excellence in Financial Reporting from the Government Finance Officers <br />Association for the first time this year. The City Administrator noted that <br />the full audit report would be available for viewing on the city website and <br />he commended the Finance Director on the excellent job she did in <br />preparing for the audit process. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION 2016-7-115 -APPROVING THE 2015 CITYA UDIT <br />AS PRESENTED BY THE REPRESENTATIVES FROM CLIFTON <br />LARSONALLEN. <br />The foregoing resolution was duly seconded by McGraw. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />PUBLIC Keis opened the public hearing to hear the request to vacate 11 feet of road <br />HEARING— right-of-way at 2935 Country Drive. <br />VACATING A <br />PORTION OF 2935 The City Administrator stated that in 2006, the owner of 2935 Country <br />COUNTRY DRIVE Drive requested that the City vacate a portion of Country Drive in order to <br />RIGHT-OF-WAY have more land to install a monument sign. He explained that the City <br />approved the vacation of the westerly 11 feet of right-of-way, but has now <br />realized that the resolution incorrectly stated the easterly 11 feet instead. <br />He explained that the property is now being sold and a surveyor <br />discovered the error. He stated that the attached resolution states the <br />correct legal description, and a condition of the corrected vacation is that <br />the owner rededicates the easterly 11 feet back to the City. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />2 <br />
