MINUTES <br />CITY COUNCIL <br />JULY 13, 2016 <br />DRIVE, AND A UTHORIZING THE CITYATTORNEY TO PREPARE <br />ANYDOCUMENTS NEEDED BY THE BUYER TO ACHIEVE SAME <br />WITH THE MAYOR AND CITY ADMINISTRATOR BEING <br />A UTHORIZED TO EXECUTE SAME ON BEHALF OF THE CITY. <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />CABLE SYSTEM The City Administrator stated that the Cable Producer continues to work <br />CHANGE with Alpha Video on the new cable system at City Hall, and these change <br />ORDERS orders are what is needed to fix the last audio noise and radio interference <br />issues. He stated that Staff recommends approval of Change Order #5 <br />totaling $1,480.00, and funding would come from the Cable TV Fund. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2016-7-121—APPROVAL OF ALPHA VIDEO <br />CHANGE ORDER #S TOTALING $1,480.00 <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Rocky Waite, 2651 Lakeshore Avenue, stated that he is concerned about <br />speeding through the neighborhoods, particularly at the corner of Old <br />County Road C and Lakeshore Avenue. He stated that there are a lot of <br />kids in the area and he would like the City to put more money toward <br />officers patrolling. He stated that he has code enforcement concerns <br />throughout the City, and would like the Council to give City Staff more <br />power to get properties cleaned up. Mr. Waite stated that he would like to <br />see the 33 feet of Old Country Road C road right-of-way that leads to the <br />west side of Savage Lake, opened up as a public access to the lake so <br />residents can use this city amenity. Keis stated City Staff will need to <br />look more into this, and find out if the existing guardrail is required. Mr. <br />Waite stated that he feels Veteran's Memorial Park is not being <br />maintained by the City as well as it should be. He explained that even <br />though it is still under construction, the City Maintenance Staff should be <br />trimming weeds and making sure it is cleaned up at all times. <br />The City Administrator stated that the Council has always given power to <br />City Staff to address code enforcement issues. He explained that the <br />landscaping at City Hall is going to be replaced soon, which is why it has <br />not been maintained as well as usual. He stated the city -owned houses <br />on <br />
