Additionally, Mr. Haselman indicated that vehicles that come to their business for those <br />types of repairs are sent out as quickly as possible in order to minimize their time stored/kept on their <br />property. He indicated that at 8 South Owasso, this same practice would occur. <br /> <br />As a result, the applicant has requested a text amendment that would allow for Emergency Vehicle <br />Sales and Repair which are currently not permitted in the I-P zoning district. <br /> <br />Besides the text amendment portion of this request, the applicant is also seeking approval of a <br />Conditional Use Permit that would allow for outdoor storage of up to 12 emergency vehicles in the <br />rear of the property. The rear yard is surrounded by a fence and the applicant has indicated that <br />screening would be provided to the gates on either side of the building that allow access into the rear <br />yard storage area. This screening will ensure that any outdoor storage is not visible from the street. <br />Emergency vehicles that may potentially be kept outside could be those awaiting delivery to clients or <br />to be sent off to a third party for additional services. <br /> <br />Requirements - <br /> <br />This is a new classification that the applicant is proposing as a Conditional Use within the I-P, <br />Industrial Park District. The text amendment provision that staff has created below encompasses <br />sections from Motor Vehicles Sales Lots, Motor Vehicles Repair – Minor, and Outdoor Storage that <br />could be applicable to this use. Additionally, staff has created standards that are limited to specific <br />conditions so that the use couldn’t be expanded or interpreted to include additional services. Staff also <br />feels it is best to keep the distinction of Motor Vehicles Sales and Repair separate from Emergency <br />Vehicle Sales/Storage Lot with Ancillary Outfitting Services so that no overlap or misunderstanding of <br />services is created. <br /> <br />Proposed Definition: <br /> <br />Emergency Vehicle Sales/Storage Lot with Ancillary Outfitting Services. Vehicle Sales is limited to <br />emergency vehicles only (such as squad cars, ambulances, firetrucks and the like). Outfitting Services <br />are limited to installation, replacement, or repair of the “specialized equipment” portion only that is <br />needed for these vehicles to be ready for 9-1-1 services, including but not limited to radios, light bars, <br />computers, mobile display terminals, cages, consoles, and upholstery. This does not include repair <br />services such as tires, batteries, tune-up service, oil changes, glass work, incidental body and fender <br />work, transmissions, engine maintenance, painting or other mechanical repairs related to the <br />operation or condition of a motor vehicle. <br /> <br />Proposed Text Amendment Language with additional staff notations for clarification (the proposed <br />ordinance for adoption is included at the end of staff’s report) - <br /> <br />918.040. CONDITIONAL USES. (Requires a conditional use permit based upon procedures set <br />forth in Section 921 of the Zoning Code.) <br /> <br />H. Emergency Vehicle Sale/Storage Lot with Ancillary Outfitting Services, provided that: <br /> <br />1. Outside sales of emergency vehicles is not allowed on the property. <br /> <br />2.
