<br /> <br /> <br /> <br /> <br /> <br /> <br />MEMORANDUM <br /> <br /> <br /> <br /> <br />TO: Little Canada Planning Commission <br /> <br />FROM: Stephen Grittman <br /> <br />DATE: August 5, 2016 <br /> <br />RE: Little Canada – 2736 & 2744 Rice Street Townhome Concept PUD <br /> <br />FILE NO: 758.09 – 16. <br /> <br /> <br />Background and Analysis <br /> <br />The applicants, Cash for Houses LLC, is seeking to develop two former single family parcels <br />along Rice Street into a townhouse project. The property lies just south of the Lincoln Pawn <br />property and the Villas Townhouse project, and just north of the Iona Lane neighborhood. <br />The property is 1.73 acres in area, and is zoned PUD, Planned Unit Development. The areas <br />to the north are also zoned PUD, and the Iona Lane residential property is zoned R-1, Single <br />Family Residential. The parcel along Iona Lane adjacent to Rice Street is zoned R-B, <br />Residential Business, and contains office uses. <br /> <br />The Comprehensive Plan designates all of the land for mixed uses, and includes the following <br />caption for this area: <br /> <br />District 3 <br />At Rice Street and Little Canada Road, the City has taken an active redevelopment role <br />in reclaiming a series of long-standing underutilized properties for higher end mixed use <br />development. This process is ongoing, and follows an extensive redevelopment plan that <br />was done expressly for this area. Retail uses dominate in most areas, with attached <br />residential development in some areas. Office uses also comprise some parts of the <br />district. The entire area has been zoned “PUD” to permit a more extensive City role in <br />regulating building style, site use, and land uses. <br /> <br />
