5 <br /> <br /> <br /> <br />Summary and Recommendation <br /> <br />Staff believes that residential use on the subject property may be reasonable, given the <br />location and nature of adjoining uses, and the direction of the Comprehensive Plan. Under <br />PUD guidelines, any development should be designed to utilize flexibility from standard <br />zoning to create a superior neighborhood environment. The proposed townhouse project <br />would require a number of changes to meet these expectations, as noted in the report. To <br />proceed to a Development Stage PUD design, the applicants should rework the project layout <br />to meet these expectations. <br /> <br />Approvals necessary to proceed beyond the Concept level would be: <br /> <br />• Preliminary and Final Plat <br />• Development Stage PUD, including the resubmitted plans as noted, as well as: <br />o Landscaping plans <br />o Buffering plans <br />o Building Materials as noted <br />o Full civil plans meeting the requirements of the City Engineer. <br />o Other plans and details as identified by City officials and staff <br /> <br /> <br />pc: Heidi Heller <br /> Jessica Jagoe <br /> Steve Westerhaus <br /> Lee Elfering <br />
