5 <br /> <br /> <br /> <br />Summary and Recommendation <br /> <br />Staff believes that residential use on the subject property may be reasonable, given the <br />location and nature of adjoining uses, and the direction of the Comprehensive Plan. Under <br />PUD guidelines, any development should be designed to utilize flexibility from standard <br />zoning to create a superior neighborhood environment. The proposed townhouse project <br />would require a number of changes to meet these expectations, as noted in the report.
