3 <br />Conditional Uses are presumed to be allowed uses in the zoning district, however, the City <br />has the opportunity to require reasonable conditions that mitigate potential negative impacts <br />of the use. <br /> <br />The applicant has made the following changes in the proposal in an effort to address <br />concerns raised at the previous Planning Commission meeting, where the item was tabled to <br />allow time for reconsideration: <br />1.General Traffic Flow. The applicant has redesigned the traffic flow to provide for <br />entering traffic to travel from the parking area between the shopping center and the <br />CVS building, circulating counter-clockwise to the drive through location on the north <br />side of the shopping center building. This change avoids the double loop entrance <br />from the north side of the Valvoline building. <br />a. A stop sign for entering traffic is proposed on the wall of the CVS building to <br />minimize conflicts with traffic exiting the CVS drive-through window. <br />b. A convex mirror would be mounted on the south wall of the shopping center to <br />provide added visibility for CVS exiting traffic. <br />c. Little Caesars would forgo an order board, resulting in pick-up at the window only. <br />This change accommodates a relocation of the drive-through window farther east <br />on the north wall. As a result, traffic exiting the Little Caesars drive-through would <br />be able turn out of stacking traffic waiting to enter the Valvoline building. <br />d. The change to the drive-through pick-up window also maintains two-way traffic to <br />the north of the site without the cross-over looping required by the original design. <br />2.Headlight Glare. It will be important to ensure that fence maintenance is up-to-date to <br />avoid inbound headlight glare with the revised traffic circulation plan. <br />3.Screening and Landscaping. Additional landscaping to help address headlight glare to <br />the east would be appropriate. <br />4.Parking Supply. As noted previously, there is adequate parking of the property to <br />accommodate the changes that reduce parking from this plan. As proposed, no <br />additional parking losses would occur in the front parking area that were discussed <br />informally at the previous meeting. <br />5.Order Board Location. As noted, the order board has been removed from the plan, so <br />noise issues should be eliminated from this source. <br />6.Lighting. The applicant should identify any additional lighting changes resulting from <br />the amended plan. <br />7.Grading, Drainage, Utilities. No changes are being made to utilities or grading.
