MINUTES <br />CITY COUNCIL <br />AUGUST 10, 2016 <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2016-8-131 APPROVAL TO TABLEACTION <br />ON THE SOCIAL MEDIA POLICY UNTIL AFTER REVIEWED BY <br />THE CITY ATTORNEY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />PROPOSAL FOR The City Administrator explained that in 2012, the City had Ehlers review <br />UPDATING THE the City's outstanding Tax Increment Financing (TIF) districts to ensure <br />TIF DISTRICT the City could maximize the use of TIF proceeds as districts neared the <br />STATUS REPORT end of their life or generated more than planned increments. He stated this <br />report has been very useful as the City contemplates various actions over <br />the last few years. He stated that TIF District 2-1 is nearing the end of its <br />life at the end of 2017, and it is a pre -1990 district where 100 percent of <br />the remaining balances can be used on TIF eligible expenses. He <br />explained that this district provides an opportunity to accomplish some <br />special projects like housing rehabilitation, more street work or land <br />acquisitions, or the proceeds can be returned to other taxing jurisdictions. <br />He stated that having complete information about the TIF districts seems <br />critical to upcoming budget discussions, and 2012 was the only time the <br />City has done a full review. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2016-8-132 APPROVAL TO HIRE EHLERS <br />FOR A COST OF $7,500 TO PROVIDE UPDATES TO THE CITY'S <br />TAX INCREMENT FINANCING (TIF) MANAGEMENT PLAN, AS <br />PRESENTED BY THE CITYADMINISTRA TOR. <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />ELI BALLFIELD The City Administrator stated that the City's 2016 budget included <br />TRAIL $28,000 for the improvement of the trail that runs around the four ball <br />IMPROVEMENTS fields behind Little Canada Elementary School on Eli Road. He explained <br />that this trail is five feet wide and 1,300 feet long, and the improvements <br />are required to be done before school starts. He stated that the City <br />Engineer received two quotes for the work: TA Schifsky & Sons quoted <br />$13,925.00 and Buck Blacktop quoted $20,800. The City Administrator <br />stated that Staff recommends awarding the Eli ballfield trail improvement <br />
