MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MAY 25, 2016 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 25th day of <br />May, 2016 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor John Keis called the meeting to order at 5:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. John Keis <br />Council Member Mr. Mike McGraw <br />ALSO PRESENT: <br />Council Member <br />Council Member <br />Council Member <br />City Administrator <br />City Engineer <br />Public Works Dir. <br />Mr. Tom Fischer <br />Mr. Rick Montour <br />Mr. Christian Torkelson <br />Mr. Joel Hanson <br />Mr. Lee Elfering <br />Mr. Bill Dircks <br />IMPROVEMENT Mayor Keis opened the Public Hearing to consider the improvement <br />NO. 2016-04 of Spruce Street (between 3100 Spruce Street and Ryan Drive), and Ryan <br />RYAN Lane and Ryan Drive by full depth reclamation. <br />INDUSTRIAL <br />PARK STREET The City Engineer reported that the purpose of tonight's hearing is to <br />PROJECT present the proposed improvement of streets in the Ryan Industrial Park to <br />the City Council and impacted property owners. This meeting gives <br />property owners the opportunity to provide input and/or voice concerns <br />about the project. The City Council will then determine whether or not the <br />project moves forward. <br />The project is proposed to consist of a full depth reclamation of the paved <br />surface, grade street and remove overburden material, repaving and <br />excavating watermain valves and hydrants for inspection and repairs. <br />The Engineer provided information and showed photos of the condition of <br />Spruce Street, Ryan Drive and Ryan Lane that resulted in the proposed <br />improvement. He stated that the street has severely deteriorated this <br />spring because of moisture under the pavement causing frost boils. He <br />stated it may be possible to utilize extra material to do deeper corrections <br />(with 3-5 feet of gravel) rather than haul this material away. He explained <br />
