<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Vanessa Van Alstine, Cable Television Producer <br /> <br />DATE: July 8, 2016 <br /> <br />RE: Cable System Change Orders <br /> <br />Cable Producer Vanessa Van Alstine has had email discussion with Alpha Video Project <br />Manager Jeff Merrill about the proposed change order CO0005 aimed at resolving the audio <br />noise and radio interference issues with our new cable set-up at City Hall. The items with some <br />brief explanations are as follows: <br /> <br />• Change Order #5, items 1 & 2: These items add external phantom power for the <br />condenser microphones installed at the dais. The BSS Audio digital signal processor <br />system installed with the main part of the project has integrated phantom power, which is <br />what we have been using. However, Alpha Video has experienced issues with the <br />phantom power function on the BSS Audio units. Jeff Merrill, Project Manager with <br />Alpha Video wrote in an email, “We have recently noticed on other projects that BSS has <br />had some issues with phantom power introducing noise into systems. BSS denies that it is <br />their issue, but we have remedied other sites by using external phantom power supplies <br />and not using the internal supply in the DSP. We would recommend that we add external <br />power supplies for the mics. These power supplies also have interference suppressors in <br />them as well to limit radio interference.” This change order is for equipment only. While <br />this labor is outside of the original project, Alpha Video has decided internally to waive <br />labor charges for this work in light of frustrations resolving the audio problems. The cost <br />of the ProCo phantom power supplies and mic splitters is $1130.40. <br /> <br />• Change Order #5, item 3: This adds one additional cable retractor with a 5’ CAT6 <br />Ethernet cable to the cable cubby installed at the dais between the City Administrator and <br />City Clerk. The previous Change Order #3, approved at the April 27, 2016, Council <br />meeting covered the box itself with cable retractors for HDMI and VGA + Audio <br />connections. Adding the retractor for the Ethernet cable cleans up the rest of the <br />computer connections cluttering the dais and provides a clean, unified package of <br />connectivity. This change order is for equipment only given the labor was covered in the <br />original contract. The cost for the CAT6 cable retractor is $350.00. <br /> <br />In addition to the items on this change order, Alpha Video has provided in-line power adapters <br />from Clock Audio for the new lavaliere microphones. This was a separate part number from the <br />microphones, but it was Alpha Video’s error not to indicate it on Change Order #4, and they are <br />taking responsibility for it. They have also decided to provide the duplicate on air/ready/off air <br />indicator lights discussed with City Administrator Joel Hanson, City Clerk Heidi Heller, Council <br />Member Rick Montour, and myself at no cost. <br /> <br />Staff recommends approval of Change Order #5 totaling $1,480.40. Funding would come <br />from the Cable TV Fund (#202).
