<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Jessica Jagoe, Associate Planner <br /> <br />DATE: June 27, 2016 <br /> <br />RE: 80 Little Canada Road E. – Adult Day Care PUD Amendment <br />Twin City Adult Day Service, Inc. is requesting approval of a PUD Amendment that would allow an <br />Adult Day Care to operate out of a portion of the building at 80 Little Canada Road E., a multi-tenant <br />office/retail building at the southwest corner of Little Canada Road and Jackson Street. The Adult Day <br />Care Center use will occupy approximately 6,300 square feet in the northwest corner of the 23,000 <br />square foot building. <br /> <br />The subject site is zoned PUD, Planned Unit Development. In 2013, this site was zoned B-3, General <br />Business. At that time, a Conditional Use Permit was approved for a similar business in this same <br />space within the building to operate an Adult Day Care use. Tim Smith, Property Owner of 80 Little <br />Canada Road E., has indicated that this former tenant never moved into the building. Therefore, that <br />CUP has lapsed creates the need for Twin City Adult Day Service, Inc.’s to seek their current approval. <br /> <br />Analysis <br />In consideration of the proposed use, the conditions and evaluation criteria used for the PUD Zoning <br />District would be Permitted and Conditional Uses of the B-3 Zoning District related to Group Day <br />Care (which includes Adult Day Care Services) as follows: <br /> <br />C. Group Day Care, provided that: <br />1. No overnight facilities are provided for the children served. Children are delivered and <br />removed daily. <br /> <br />2. Adequate off-street parking and access is provided in compliance with Section 903.050 <br />of this Ordinance. <br /> <br />3. The site and related parking and service shall be served by an arterial or collector <br />street of sufficient capacity to accommodate the traffic which will be generated. <br /> <br />4. All signing and informational or visual communication devices shall be in compliance <br />with Section 903.110 of this Ordinance. <br /> <br />5. The provisions of Section 921.010.C of this Ordinance are satisfactorily met. <br /> <br />6. The regulations and conditions of the Minnesota Department of Public Welfare, Public <br />Welfare Manual 11 3130 as adopted, amended and/or changed are satisfactorily met. <br /> <br />7. A written indication of preliminary, pending or final license approval from the <br />regulatory welfare agency is supplied to the City.
