MINUTES <br />PLANNING COMMISSION <br />JULY 14, 2016 <br /> <br /> - 4 - <br />Schwalbach recommended approval of an adult daycare at 80 Little <br />Canada Road East, Suite 1, with the conditions stated in the Associate <br />Planner’s report dated June 27, 2016. <br /> <br />Motion seconded by Davison. <br /> <br />Motion carried 6 – 0. <br /> <br /> <br />The City Planner stated that Hearth Development has submitted a request <br />for a final state Planned Unit Development to redevelop the property at <br />3338 Rice Street for a new Taco John’s restaurant, along with additional <br />space for a second casual fast food restaurant. He stated that the project <br />would include the removal of the existing building and construction of a <br />new building on a new parcel made of the existing Taco John’s lot, along <br />with additional land that was an outlot from the Cardigan Ridge plat. He <br />explained that the City Council approved the Preliminary Plat and <br />Development stage PUD earlier this year with a series of conditions <br />necessary to address as a part of a Final State PUD review. <br /> <br />The City Planner stated that the applicant has submitted an updated plan <br />that appears to have addressed the requirements of the Development Stage <br />review. The City Planner stated that the site plan shows 30 total parking <br />spaces, and the applicant indicates that overflow parking would be <br />available on the Cardigan Ridge site which has excess parking available. <br />He noted that Taco John’s requires 13 parking spaces, in addition to the <br />drive-through, resulting in 17 additional spaces on the site for the second <br />tenant. He explained that this amount should serve the site. He stated that <br />signage plans can be submitted under the regular code allowances as long <br />as the applicant will meet the signage code requirements. He noted that <br />the final landscaping and lighting plans submitted are consistent with <br />zoning ordinance requirements. Schletty-Flores asked if the other tenant <br />would also have a drive-through window. The City Planner stated that <br />with these types of small restaurants it is not uncommon for them to share <br />a drive-thru. <br /> <br />The City Planner stated that Staff recommends approval of the Final PUD <br />with the following conditions: <br /> <br />1. Recording of a cross-parking agreement with Cardigan Ridge for <br />overflow parking when necessary. <br />2. Final signage plans meet the requirements of the City’s sign <br />regulations and applicable architectural guideline requirements. <br />3.
