Page 1 of 2 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br /> <br />From: Lee Elfering, City Engineer <br /> <br />Date: August 19, 2016 <br /> <br />RE: Ryan Industrial Park Road Improvements <br />Proposed Project <br /> <br />Street Improvements <br />Earlier this month the City Council was provided a copy of a memo that was sent to the <br />property owners in the Ryan Industrial Park for proposed changes to the road <br />improvements project that was approved at the Public Hearing. The determination that <br />any fly ash material removed from the industrial park would be impacted soil and require <br />special disposal at a landfill significantly increased the costs to reinforce/reconstruct a <br />section of the roadway with the overburden aggregate generated as part of the <br />reclamation process. The additional cost made the overall project less cost-effective <br />and staff recommended that only the reclamation and repaving be completed on Spruce <br />Street and Ryan Lane. Ryan Drive is proposed to be removed from the project. No calls <br />or feedback have been received from any property owners in the industrial park so we <br />would recommend approving the proposed changes. <br /> <br />Storm Water/Flooding <br />In recent months there have been complaints of flooding issues in the Industrial Park. <br />Specifically in the back yard areas of the properties that abut the St. Paul Water property <br />to the west (see attached exhibit). The stormwater drainage in this area has been an <br />issue in the past, but there is a belief from the property owners that the frequency of the <br />problem has increased and the area impacted has become worse in the last few years. <br /> <br />The City did complete an extension of the City’s bike trail on the St. Paul Water property <br />in this area in 2014. As part of that project a storm pipe was installed under the trail just <br />south of Woodlyn Avenue and fill was placed south of the railroad tracks to achieve the <br />at grade crossing. Property owners were concerned that the low area in the Waterworks <br />property was filled and that more water was now directed to the Industrial Park. We <br />reviewed the impacts the grading had on the low area east of the trail and there was <br />very minor filling below the elevations of the adjacent properties. The extent was very <br />limited and we do not feel that it would have caused significant changes to the drainage. <br /> <br />Based on those findings we have been reviewing the larger area to determine if there <br />have been other factors or changes that have negatively affected the drainage in the <br />area. In general, nearly all of the drainage east of the Canadian Pacific railroad tracks <br />between the Burlington Northern railroad tracks and South Owasso Boulevard is <br />ultimately conveyed to the Owasso Basin east of the industrial park through a <br />combination of ditch systems with some limited areas of piping.
