Page 2 of 2 <br /> <br />maintenance needs. Somewhat complicating the matter is that there does not appear to <br />be public drainage and utility easements over these ditch areas. They were likely not <br />public improvements and were installed by private parties either as the Industrial Park <br />was being developed or after the fact to help elevate the water issues that existed. <br />However, in the current condition the ditches are conveying public drainage from the <br />Woodlyn Avenue area. At this time topographic information is being collected along the <br />ditches and possible options for improvement are being reviewed. Those options <br />include maintenance of the existing ditch system, extensions of the existing storm sewer <br />system, and a combination of ditch and pipe improvements. <br /> <br />While the flooding issue is not directly related to the street improvement, some of the <br />possible approaches to help address the problem could affect the same area as the <br />proposed project and it would be advantageous to complete the work in conjunction with <br />the street project. The extension of the storm sewer system could impact the roadway <br />and it would be beneficial to have that work completed in conjunction with the street <br />work. However, no storm sewer improvements were included or anticipated when the <br />public hearing for the project was advertised and held. If any of the storm sewer costs <br />are to be assessed, a new public hearing will need to be held. <br /> <br />To include any of the work with the street project we will need to move quickly. We will <br />be discussing our findings of the review of the drainage and drainage system within the <br />area with City staff early next week. We will be providing additional information on our <br />findings and proposed options to help address the stormwater issues in the industrial <br />park at the Council meeting on the 24th. Staff will be asking for direction on the options <br />to pursue, if the work should be included in the street project, and if the costs of the <br />improvements or a portion of those costs should be assessed to property owners in the <br />Industrial Park.
