<br />Little Canada Zoning Ordinance General Provisions <br />903-14 <br />landscape plan to the Zoning Administrator. Said plan shall identify design, size, <br />quantity, and type of all landscape elements and materials, including, but not <br />limited to, plant materials, paving materials, areas of fill or excavation, as well as <br />site amenities such as sculpture, fountains, etc. The plan shall be of sufficient <br />detail so as to allow a precise estimate to be made by a qualified landscape <br />contractor. <br /> <br /> 2. Project Value and Performance Security. <br /> <br />a. All projects under this ordinance shall be accompanied by at least one <br />estimate from qualified contractors for each of the following: <br /> <br />(1) Building Project Cost. This estimate shall consist of the cost of <br />building construction, soil correction, rough grading, and parking <br />lot construction and paving. <br />(2) Site Improvements. This estimate shall consist of the itemized cost <br />of site improvements including plants, paving, irrigation, finish <br />grading, and other site amenities, not including parking lot <br />construction. <br /> <br />b. The City may require a letter of credit, cash escrow, or cash deposit prior <br />to approval of the landscaping plan or initiation of work on the proposed <br />improvement or development. Said security shall guarantee conformance <br />and compliance with the provisions of this section, and where applicable, <br />the conditions of the conditional use permit. <br /> <br />c. The security shall be in an amount to be determined by the Zoning <br />Administrator, but no less than one and one-half (1½) times nor more than <br />twice (2) the amount determined by the Zoning Administrator for <br />completion of the required screening and/or landscaping and site <br />improvements. <br /> <br />d. The security shall be in force for at least two (2) growing seasons <br />subsequent to the completion of the required landscaping and to insure <br />proper planting and growth. <br /> <br />e. Projects with a cumulative estimated value for building project cost, <br />Section 903.020.G.2.a.(1) of this Ordinance, and site improvements, <br />Section 903.020.G.2.a.(2) of this Ordinance, of $500,000.00 or more shall <br />submit plans which have been prepared by or under the supervision of and <br />signed by a registered landscape architect licensed by the State of <br />Minnesota, or other qualified party approved by the Zoning Administrator. <br /> <br />3. The screening required herein in all zoning districts shall consist of a solid fence <br />or wall constructed from masonry, brick, wood and/or steel. A chain link fence <br />with slats does not constitute an acceptable screen or qualify as a solid fence The
