4 <br /> <br />Staff comment: As noted above, planning staff would recommend the addition of a row <br />of plantings along the east building to supplement the residential screening in place, as <br />well as the replacement of a row of parking along the west with landscaping to <br />eliminate direct backing of vehicles into the common drive for the area. <br /> <br />Outdoor Display. The applicants have proposed a display area in the southwest corner of the <br />site to locate items that they sell, service and rent. The display area is approximately 2,500 <br />square feet in area. The plan shows a series of concrete pads on which the displayed items <br />would sit, within the planted landscaped area. <br /> <br />Staff comment: Outdoor display is an allowed use in commercial areas, although it is <br />more commonly located along the front line of the building. However, the proposed <br />display area does not interfere with circulation or visibility, and is designed to <br />complement the landscaping of the location. <br /> <br />Building and Architectural Elements. The applicants are remodeling the exterior of the <br />building by removing the existing entry parapet, adding a new entry, adding extensive areas <br />of glass along the front building wall, and adding materials including brick, stone, EIFS (a <br />stucco-like finish), and decorative metal banding. The side and rear walls of the masonry <br />building would be painted two colors to complement the new exterior. These materials are <br />consistent with the requirements of the Architectural Guidelines. <br /> <br />Signage. The applicant propose a primary building sign for the building on each of the two <br />raised entry parapets, and a product banding wall sign underneath the main identification <br />sign. The applicants also show a monument sign within the landscaped area at the southwest <br />corner of the site near the common entrance driveway. The signage appears to be consistent <br />with the requirements of the code, although detailed measurements are needed to ensure <br />compliance with the sign ordinance limitations. Both wall sign and monument sign details and <br />dimensions will need to be submitted to staff for verification prior to permitting. <br /> <br />Land Use. For any proposed rezoning, the zoning ordinance requires the following <br />considerations: <br /> <br />1. The applicant shall demonstrate by clear and convincing evidence that the proposed <br />action has been considered in relation to the specific policies and provisions of and has <br />been found to be consistent with the official City Comprehensive Land Use Plan. <br />2. The applicant shall demonstrate by clear and convincing evidence that the proposed <br />site is or will be compatible with present and future land uses of the area. <br />3. The applicant shall demonstrate by clear and convincing evidence that the proposed <br />use conforms with all performance standards contained herein. <br />4. The applicant shall demonstrate by clear and convincing evidence that the proposed <br />use will not tend to or actually depreciate the aggregate property values in the area in <br />which the amendment or conditional use is proposed. <br />5. The applicant shall demonstrate by clear and convincing evidence that the proposed <br />use can be accommodated with existing public services and will not overburden the <br />City's service capacity. <br />6. The applicant shall demonstrate by clear and convincing evidence that the <br />development of the conditional use shall reflect the architectural character of the <br />conforming buildings in the surrounding area in regard to the following: <br />
