Exterior finish materials. <br /> <br /> <br />In this regard, the Comprehensive Plan <br />identifies the subject property, along with <br />the lands to the south, west, and north, for <br />commercial land uses. A portion of the <br />future land use map for this area is shown <br />at right: <br /> <br /> <br /> <br /> <br />The property lies within subdistrict 5 of the Comprehensive Plan. District 5 land uses are not <br />expected to change from the existing conditions, although some redevelopment is anticipated <br />due to the age and condition of some of the properties. The “Bally’s” site would be one such <br />property. <br /> <br />As noted previously, the applicants propose to convert the use of the property to a sales and <br />service facility for construction equipment. This type of use would more commonly be found <br />in the City’s industrial districts, as the applicant’s current location suggests. To meet the <br />requirements for rezoning, the use will have to show compatibility with present and future land <br />uses in the area. <br /> <br /> <br />Summary and Recommendation <br /> <br />Compatibility typically requires a demonstration that elements and impacts of the proposed <br />use will be similar to those of the surrounding uses, including traffic generation and traffic <br />patterns, noise, lights, and other potential issues. In discussions with City officials, site and <br />building design would comprise a major component of evaluating compatibility with the area <br />and with the Comprehensive Plan. <br /> <br />The extensive improvements to the site may be considered consistent with, or even superior <br />to, various commercial projects in the city. There are a few additional items that planning staff <br />believes would be helpful in mitigating and potential negative impacts, as follows: <br /> <br />1. Identify staff parking levels, and typical customer traffic to verify parking supply <br />adequacy. <br /> <br />2. Eliminate the row of parking along the west boundary of the customer parking area, <br />and replace it with landscaping to eliminate backing of parked vehicles into the <br />common driveway access. <br />
