<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Heidi Heller, City Clerk <br /> <br />DATE: September 23, 2016 <br /> <br />RE: Reschedule November and December City Council Meetings <br /> Set 2017 Budget Public Hearing <br /> <br /> <br />The regular schedule November Council meetings would be on November 9th and 23rd, and Staff <br />is recommending that both meetings be rescheduled. At the first November meeting, the Council <br />will need to canvass the General Election results, but this has to be done between November 11- <br />18th, and the second meeting falls on the night before Thanksgiving. Since there are five <br />Wednesdays in November, Staff recommends rescheduling the meetings to November 16 and <br />November 30. <br /> <br />In 2009 the Legislature amended State Law relative to the Truth In Taxation process, eliminating <br />the requirement that the City hold a separate Truth In Taxation hearing. The law requires <br />adoption of the 2017 Budget at a public hearing which may be a part of a regularly scheduled <br />Council meeting. In the past the City has combined its two regular December meetings into one, <br />and has held the Public Hearing for budget adoption at that meeting. Consistent with that <br />practice, it would be staff’s recommendation that the Council hold its regular meeting on <br />December 21, 2016 and cancel its regularly scheduled December 14th and 28th meetings. Staff <br />would further recommend that the Council call a public hearing to adopt the 2017 Budget at the <br />December 21, 2016 meeting. <br />
