MINUTES <br />CITY COUNCIL SPECIAL <br />SEPTEMBER 14, 2016 <br />not discussed at the initial hearing so the costs could not be assessed. He <br />stated the intention is to assess these costs just like the streets. <br />The City Engineer stated he is working with property owner Lee Rossow <br />to clean the private ditch behind his properties also. Mr. Rossow asked <br />what the timeline for the work is. The City Engineer stated the plan is to <br />do it this year. He explained that the contractor is finishing up Centerville <br />Road and then will move to this area unless the contractor does not agree <br />to add it in to this year's project. He stated that if that occurs, then it will <br />add it in to next year's projects and then it won't be assessed until 2018 <br />taxes. <br />John Krebsbach stated that he thought he could handle doing the work on <br />the pipe under his parking lot property, but has realized it is more work <br />than he can do. He stated that he did not have water problems until the <br />path on the St. Paul Waterworks easement was put in. He asked for <br />assistance from the City since it is not his water he is dealing with. The <br />City Engineer stated he does not think the path installation is the root <br />cause of the bigger water problems for the area. The City Administrator <br />stated that if the City is going to put the pipe on private property, we <br />should get an easement. He noted there will be restoration costs because <br />there is pavement over this pipe. <br />Lee Rossow stated he will again clean out his ditch and it works when it is <br />clean, but his tenant has a lot of equipment in the way that is malting it <br />difficult to get in there. He stated once they move things, he will be able <br />to get in there. <br />There was Council consensus to have the City Engineer find the costs to <br />installing the bigger pipe on Mr. Krebsbach's property, and are open to <br />considering some cost sharing with the property owner. <br />Keis asked the attendees opinion of adding these storm sewer <br />improvements. Mr. Rossow stated these improvements are needed. <br />No other comments were made from the public. <br />Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2016-9-143 — AMENDING IMPROVEMENT NO. <br />2016-04 IN THE RYAN IND USTRIAL PARK TO ADD STORM <br />SEWER IMPROVEMENTS AS PRESENTED BY THE CITY <br />ENGINEER, AND ASSESS THE COSTS TO THE PROPERTY <br />0WNERS PER CITY POLICY. <br />
