MINUTES <br />CITY COUNCIL <br />SEPTEMBER 14, 2016 <br />could be used. The City Administrator stated that the City Engineer looked <br />into if the guardrail is required here, and he does not think it needs to be <br />there for Municipal State Aid requirements. He stated that the City <br />Engineer also looked into opening up access to the lake from these right-of- <br />way areas, but the grades are too steep from the street to the lake to easily <br />meet Americans with Disabilities Act accessibility grade standards. <br />Montour stated that the neighbors may not want the lake opened up to the <br />public. Mr. Waite stated that the lake does not belong only to the few <br />people who live on it. Fischer suggested having the Parks & Recreation <br />Commission discuss if lake access should be pursued. <br />Mr. Waite showed photos of specific areas on city buildings that he feels <br />should be better maintained. The City Administrator stated that Mr. Waite <br />typically visits city hall several times a week, and these issues have not <br />brought up to City Staff prior to this evening. The City Administrator <br />acknowledged that improvements to maintenance practices can always be <br />made, but he feels the City does a good job planning for maintenance and <br />staying on top of areas needing attention. Keis suggested that there could <br />be a tracking system for these types of concerns. He stated that Mr. Waite <br />has high standards, but with limited City Staff, every detail probably cannot <br />be met.
