MINUTES <br />CITY COUNCIL <br />SEPTEMBER 14, 2016 <br />Rocky Waite, 2651 Lakeshore Avenue, stated he grew up farming chickens <br />and they create a lot of waste, do a lot of damage to the ground, and have <br />quite a smell. <br />Torkelson introduced the following resolution and moved its adoption: <br />RESOLUTION 2016-9-153 -ACCEPTING THE DRAFT ORDINANCE <br />ALLOWING CHICKENS ON LARGE RESIDENTIAL PROPERTIES. <br />The foregoing resolution was duly seconded by McGraw. <br />Aye (1). Torkelson. <br />Nays (4). Resolution failed. <br />PUBLIC INPUT — The City Administrator stated that resident Rocky Waite has requested to <br />ROCKY WAITE speak to the Council. He stated that he has asked Ramsey County Sheriff <br />Deputy Casey, whose position focuses on traffic, to attend tonight to talk <br />about Mr. Waite's neighborhood speeding concerns. Rocky Waite, 2651 <br />Lakeshore Avenue, stated a police car was sitting on his street last night, <br />which has slowed the traffic down on his street today. He stated that <br />having a police presence helps slow traffic in that area. <br />Ramsey County Sheriff Deputy Mike Casey stated that he works on the <br />regular traffic hot spots in the contract cities, and any other areas <br />specifically requested for them to go to. He explained that he recently <br />spent five to six hours over three days checking traffic on Lakeshore Drive. <br />He stated that he got six stops for speeding in these three days. He noted <br />there is a fairly high traffic volume on Lakeshore Avenue, including a lot <br />of truck traffic, but not a lot of speed. The City Administrator stated this is <br />a Municipal State Aid road, and believes the City cannot prohibit trucks <br />from using this road. Deputy Casey stated he thinks that one of the solar <br />powered flashing speed radar signs would be beneficial for the northbound <br />traffic on Lakeshore. The City Administrator stated that every time he <br />receives a complaint about speeding, he forwards it on to Deputy Casey. <br />He noted that the City does have one of the speed radar signs that is placed <br />around the city. <br />Mr. Waite stated that the building next to the old Norms is much better <br />after one letter from the City's code enforcement officer, but there are other <br />properties that are not responsive. He noted that there are many other <br />houses that have issues, and the code enforcement person needs more <br />authority to make people comply. Mr. Waite stated the guard rail on <br />Lakeshore and Old County Road C could be removed to allow access to <br />Savage Lake for the residents to use since there are right-of-way points that <br />
