MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2016 <br />RESOLUTION 2016-9-155 -RE-OPENING THE PUBLIC HEARING <br />FOR A CONDITIONAL USE PERMIT REQUEST AT 2680-2688 RICE <br />STREET AND CONTINUING UNTIL THE OCTOBER 26, 2016 CITY <br />COUNCIL MEETING. <br />The foregoing resolution was duly seconded by Fischer. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />PUBLIC <br />The Associate Planner reported that Lee Rossow is the owner of 3165 and <br />HEARING - LOT <br />3167 Spruce Street, and has requested to combine the lots into one parcel <br />COMBINATION <br />and add outdoor storage. She explained that when Mr. Rossow purchased <br />& CONDITIONAL <br />the properties, they were one lot which he split into two parcels with the <br />USE PERMIT <br />intention of constructing a building on the vacant lot. She stated that an <br />FOR OUTDOOR <br />additional building was never constructed, and the second parcel has <br />STORAGE; <br />remained vacant. The Associate Planner stated that the two tenants in the <br />3165 & 3167 <br />building are growing and need more outdoor storage space, and Mr. <br />SPRUCE STREET, <br />Rossow has requested to combine the parcels into one lot in order to <br />LEE ROSSOW, <br />increase the amount of outdoor storage allowed. She noted the properties <br />GLCJ <br />are zoned I-1, Light Industrial, and Staff feels there will be no issues with <br />PROPERTIES <br />combining the parcels. She stated that Mr. Rossow has agreed to upgrade <br />the fence screening to meet the current code requirements. The Associate <br />Planner stated that staff recommends approval of the lot combination and <br />conditional use permit amendment for outdoor storage with the conditions <br />that the lot combination be recorded with Ramsey County, within one year <br />of the approval that the screening be brought up to current code <br />requirements, and compliance with any comments or requirements of the <br />Fire Marshall as it relates to the Fire Code. <br />Lee Rossow, owner of 3165 and 3167 Spruce Street, stated his tenants <br />businesses are growing and need more outdoor storage. He stated he has <br />no issues complying with the conditions stated by the Associate Planner. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Keis, seconded by Montour, the public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION 2016-9-156 -APPROVING THE LOT COMBINATION <br />OF 3165 SPR UCE STREET AND 3167 SPR UCE STREET, SUBJECT <br />TO RECORDING THE COMBINATION WITH RAMSEY COUNTY. <br />N <br />
