MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 8, 2016 <br />Motion seconded by Schletty-Flores. <br />Motion carried 6 — 0. <br />LOT <br />The Associate Planner reported that Lee Rossow is the owner of 3165 and <br />COMBINATION <br />3167 Spruce Street, and has requested to combine the lots into one parcel <br />& CONDITIONAL <br />and add outdoor storage. She explained that when Mr. Rossow purchased <br />USE PERMIT <br />the properties they were one lot which he split into two parcels with the <br />FOR OUTDOOR <br />intention of constructing a building on the vacant lot. She stated that an <br />STORAGE; <br />additional building was never constructed, and the second parcel has <br />3165 & 3167 <br />remained vacant. The Associate Planner stated that the two tenants in the <br />SPRUCE STREET, <br />building are growing and need more outdoor storage space, and Mr. <br />LEE ROSSOW, <br />Rossow has requested to combine the parcels into one lot in order to <br />GLCJ <br />increase the amount of outdoor storage allowed. She noted the properties <br />PROPERTIES. <br />are zoned I-1, Light Industrial, and this district has control over the <br />amount of outdoor storage allowed. She stated that Staff feels there will <br />be no issues with combining the parcels, and that approval will be done <br />administratively. She explained that the Planning Commission will be <br />reviewing the outdoor storage conditional use permit request. She stated <br />that Mr. Rossow agrees to upgrade the fence screening to meet the current <br />code requirements. The Associate Planner recommends approval of the <br />conditional use permit amendment for outdoor storage with the conditions <br />that the lot combination be recorded with Ramsey County, within one year <br />of the approval that the screening be brought up to current code <br />requirements, and compliance with any comments or requirements of the <br />Fire Marshall as it relates to the Fire Code. <br />Lee Rossow, owner of 3165 and 3167 Spruce Street, stated his tenant's <br />businesses are growing and they need more outdoor storage. Duray asked <br />if Mr. Rossow agrees to the conditions stated by the Associate Planner. <br />Mr. Rossow stated he has no issues complying with any of the conditions <br />and it is time for the fence to be changed. <br />There were no other comments from the public. <br />Sandell recommended approval of the Conditional Use Permit <br />Amendment to allow 46,000 square feet of outdoor storage at 3167 Spruce <br />Street, subject to the conditions stated in the Associate Planner's report. <br />Motion seconded by Buesing. <br />Motion carried 6-0. <br />-2- <br />
