MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 8, 2016 <br />noted they will have 18 to 22 employees and expect about 50 to 60 vehicle <br />trips per day. He stated they are purchasing the two Bally's properties <br />along with the road from Rice Street that leads to their site. He explained <br />they will also have access through an easement on the Aldi driveway, and <br />Aldi will have an easement over the northeast corner of the Tri-State <br />property in order for their trucks to access the building. Mr. Quirk stated <br />they will look at the sign code requirements and put a plan together. He <br />explained they had a neighborhood meeting with the Cobblestone Villas <br />residents and have addressed all of their concerns. Duray stated it is <br />important for the Planning Commission to review the development <br />proposals and how they will affect neighbors. Mr. Quirk stated they will <br />put a fence along the north side where possible, but the grade drops quite a <br />bit snaking it difficult to place anything there. <br />James Winberg, 2298 Stephan Court, president of the homeowners <br />association for Cobblestone Villas, stated the neighborhood is concerned <br />about the traffic counts for any redevelopment of this site, although they <br />feel the Tri-State Bobcat proposal was the best option since they realize <br />there could be worse businesses. He noted their only concern so far is the <br />routing of the truck traffic to the east, but they understand why it is that <br />way. He stated the neighbors are more concerned about volume of traffic <br />versus the size of the vehicles. Mr. Winberg explained that the <br />townhomes are lower than the level of the parking lot, so the additional <br />screening here is not a big deal. He stated almost every day there are <br />running semis in the parking lot, and many other vehicles use it. <br />Lee Rossow, stated he owns the Little Canada property that Tri-State <br />Bobcat is currently located in. He stated it is commendable that the City is <br />doing what they can to keep Tri-State in the city, and they are a great <br />business. Duray asked what type of equipment they will have out on <br />display. Mr. Quirk stated they will probably have about 10 to 12 pieces <br />out during the day and put away every night. Duray asked about the <br />rezoning to Planned Unit Development, and does the Planner feel the <br />applicant has met the threshold for commercial versus industrial. The City <br />Planner stated staff feels it has been met. <br />Schwalbach recommended approval of rezoning to Planned Unit <br />Development, the Zoning Ordinance Text Amendment and Site Plan <br />Review, with the recommendations as stated by the City Planner. <br />There were no other comments from the public. <br />Motion seconded by Schletty-Flores. <br />Motion carried 6-0. <br />-5- <br />
