MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 8, 2016 <br />2. Eliminate the row of parking along the west boundary of the customer <br />parking area, and replace it with landscaping to eliminate backing of <br />parked vehicles into the common driveway access. <br />3. Supplement the east boundary of the storage area with additional <br />spruce plantings to complement the residential screening, and to <br />ensure that future changes off-site do not compromise the effective <br />screening of the outdoor storage. <br />4. Add landscaping to the north boundary along the storage area to buffer <br />the view of the storage area from the non-commercial land uses in that <br />area. <br />5. Supply additional information relating to truck traffic to the site to <br />ensure that the traffic levels will not raise issues for surrounding traffic <br />and land uses. <br />6. Provide sign and design information related to the proposed signage to <br />verify compliance with sign ordinance requirements. <br />7. Address erosion issues along the north boundary, working with the <br />City Engineer. <br />8. Any other recommendations of City Staff. <br />The City Planner stated that the City Engineer reviewed the site and noted <br />there were some erosion control issues on the north side of the site that <br />should be addressed. He explained that since the entire site is currently <br />impervious surface, the engineer did not do a full report. <br />Duray asked if chain link fencing would be used along the east boundary <br />between the residential homes. The City Planner stated chain-link fencing <br />is indicated on the plans and is acceptable. He noted that since there is <br />already a thick pine tree line installed by the residential developer, the <br />fence will not be visible through the trees. Buesing asked if the pictured <br />screened fence in the staff report meets the city code for screening type. <br />The City Planner stated it would meet the screening code. <br />Bob Quirk, owner of Tri-State, stated they have been a Little Canada <br />business for eight years and want to stay in the city since they have built a <br />good business here. He stated they have redeveloped two other vacant <br />buildings in the metro area for their stores. He explained that they sell <br />compact construction equipment and have limited hours of operation, <br />Monday through Friday from 7:OOam to 5:OOpm and Saturdays from <br />8:00am to 12:OOpm. He noted they have eight to ten pieces of equipment <br />out for display and put it away every night. Mr. Quirk explained that the <br />outdoor storage areas will have eight foot tall fences and the equipment <br />will not be visible from Rice Street or Minnesota Avenue, except for a few <br />pieces that may be taller than the fence. He stated that there is about 20- <br />30 delivery trucks spread out through the day, that only stay for a short <br />time for unloading, and will be kept separate from customer traffic. He <br />
