MINUTES <br />PLANNING COMMISSION <br />AUGUST 11, 2016 <br />CONCEPT <br />The City Planner stated that this request is to redevelop two former single <br />TOWNHOME <br />family parcels along Rice Street into a townhouse Planned Unit <br />PLANNED UNIT <br />Development. He stated the parcels adjoin both residential and <br />DEVELOPMENT <br />commercial zoned properties, with single family properties on the south <br />AT 2736 & 2744 <br />side. He explained that there is a townhome development called The <br />RICE STREET; <br />Villas adjacent on the north which has similar density to this proposed <br />CASH FOR <br />project. He noted that townhomes are an eligible use in a Planned Unit <br />HOUSES, LLC, <br />Development district since townhomes are not considered multi -family <br />TODD FRANZEN <br />housing in the zoning code. The City Planned stated the purpose of a <br />concept Planned Unit Development is to provide feedback to the <br />developer and identify issues. He stated that the issues that should be <br />addressed include the limited spacing between the north and south side <br />building because it does not leave enough driveway and roadway space; <br />the rear yard setback is only 10 feet and should be much larger, especially <br />on the south side that is adjacent to single family homes; and the level of <br />green space is shown at 477 square feet per unit and should be increased to <br />a minimum of 500 square feet per unit, not including the pond area. <br />Todd Franzen, owner of Cash for Houses, LLC, stated this plan is what <br />they had for now due to timing. He stated they can shorten and widen the <br />buildings to meet the setbacks and have less units. He noted he is <br />planning for the purchase price to be in the $270,000-$280,000 range. <br />Duray stated he agrees that townhomes would be a good fit for this <br />property, and would like if they looked more like the adjacent Villas <br />development with high quality exterior materials and various roof and wall <br />lines. Duray asked if the developer would allow rentals. Mr. Franzen <br />stated that they are in the early stages of planning so he would be willing <br />to discuss that. He understands that the City is trying to redevelop Rice <br />Street, and wants this to be a very nice project. Duray stated the <br />Commission would like a high quality project here since the developer of <br />the Villas was held to high standards, and this development should be too. <br />Alissa Kalmbacher, partner with Mr. Franzen, stated these plans provided <br />are just a concept in order to have something to begin working off. Ms. <br />Kalmbacher asked what the City would prefer as far as rental allowances. <br />Duray stated they would likely prefer no rentals allowed, but he can't <br />speak for the City. <br />Duray read the voicemail comment left for City Staff by Elizabeth Miller, <br />owner of 91 Iona Lane, who stated that she is fine with townhomes here, <br />but wants a fence and landscaping along the rear of her property for <br />screening. <br />-4- <br />
