MINUTES <br />PLANNING COMMISSION <br />AUGUST 11, 2016 <br />Robert Sternal, 61 Iona Lane, stated that he bought his property because <br />the area behind them is designated wetland and he is wondering what <br />changed. Mary Sternal 61 Iona Lane, wondered who owns the land <br />behind them and what could happen there. The City Clerk clarified which <br />properties are involved, and explained that only 81 and 91 Iona Lane <br />would be adjacent to this new development. <br />Andrea Main, 81 Iona Lane, does not want anything built behind her <br />because she is sad to lose the wooded area, but knows the project will <br />likely happen. She stated that she would like a 10 foot fence along the <br />rear of her property for screening, and is concerned about only a 10 foot <br />rear setback for the townhomes. The City Planner stated there is a <br />landscaping requirement for tree replacement in the code, and the revised <br />plans should have rear setbacks increased. <br />Tim Tschida, 91 Iona Lane, stated that he thinks a police and fire training <br />facility would be a good use here instead. Duray stated someone from that <br />field would have to want to do that there. He stated the property has been <br />for sale for a long time and this is the first interested party. <br />Michelle St. Pierre, 309 Quebec Court, wants to know how tall these <br />buildings would be, and if there will there be a privacy fence. She stated <br />that she talked to the surveyor and there appears to be an issue with the <br />north property line location. The City Planner stated the property will be <br />platted which requires review by the County, so any property issues would <br />be found. Duray asked if the City Code allows a 10 foot fence. The City <br />Planner stated the Code only allows a six -and -a half foot tall fence, but <br />with a Planned Unit Development, if the Commission feels a different <br />fence is warranted, that can be addressed. <br />Jean Richards, 205 Quebec Court, stated The Villas homeowners <br />association does not allow any units to be rented. She asked the developer <br />to preserve some green space. <br />Ben Ellis, 2724 Rice Street, asked about the land preparation because he is <br />concerned about flooding. Duray stated that all stormwater will have to be <br />contained within the property, and the civil engineer will be reviewing all <br />construction plans. Mr. Ellis stated he thinks this would be great for the <br />area, but would like to save some of the trees. <br />The City Planner stated this concept plan will go to the City Council on <br />August 201, and when the applicant is ready to come back for a Planned <br />Unit Development review, the neighbors will be mailed notices again. <br />-5- <br />
