MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 2016 <br />The City Administrator explained that the Park Land Acquisition Fund <br />#456 generates revenue from park dedication fees associated with new <br />development, and there is over $1,000,000 in this fund now. He stated that <br />over 30 years ago the City created a policy that self-limited expenditures to <br />only park land acquisition. He suggested the Council may want to <br />reconsider this policy in order to be able to use the funds for park <br />improvements since the City is no longer acquiring land for parks other <br />than for trail connections. He stated there several park improvements that <br />this money could be used for, and the Parks and Recreation Commission <br />recently discussed this. <br />The City Administrator explained that the Fire Equipment Replacement <br />Fund #457 is supported by its own levy dollars and donations from the Fire <br />Department's charitable gaming operations. He stated that a replacement <br />pumper truck was planned for 2017, but a new ladder truck may have to be <br />purchased instead because of recent mechanical problems, and this would <br />drain the account. <br />The City Administrator explained that the Owasso/Woodlyn <br />Redevelopment Fund #474 was established to track costs associated with <br />acquisition in this redevelopment area that will likely become a TIF <br />District. <br />He stated that the Water & Sewer Capital Replacement Fund #604 <br />maintains a very healthy fund balance. He noted it is used to fix the water <br />tower, water main rehabilitations, lift station repairs, manhole lining, water <br />meters, and paying the debt service on the new public works building. He <br />stated that Public Works is expecting to replace the 20 year old Vactor <br />truck in 2019, which will cost about $450,000. The Finance Director stated <br />that water meters are on 12 year replacement cycle for depreciation <br />purposes, but the life of the meters should be longer. He stated the Council <br />should be thinking if they want fiends moved around and prioritizing capital <br />improvement projects. <br />PURCHASE OF The Public Works Director stated that the large 2013 Jacobsen 311T <br />TWO LAWN mower has been prone to repairs and cost a lot of money over the last two <br />MOWERS years. He explained that the service and support provided by the dealer has <br />not been great, so staff decided to move up replacement of this mower to <br />2017, and switch to a Toro Groundsmaster 4000-D using a national <br />cooperative purchasing site. He noted that since the price of the mower <br />will increase in 2017, he is recommending the mower be purchased now to <br />take advantage of the lower price. He stated that a mulch kit and road light <br />kit will also be purchased. He stated that the Jacobsen 311T along with <br />another older Jacobsen 511 mower will be traded in, and MTI Distributing <br />has offered $22,500 for these two pieces of equipment.
